Planning Commission Meeting <br />Minutes -Wednesday, September 05, 2007 <br />Page 3 <br />Ms. Mahnken advised that she was speaking on behalf of the MHP Manager, <br />expressing safety concerns with any additional traffic adjacent to the playground <br />located north of Rose Place. Ms. Mahnken further addressed the traffic and parking <br />issues to the cul-de-sac generated from special events and festivities at Central Park <br />and peak traffic on Lexington Avenue. Ms. Mahnken, personally and on behalf of the <br />MHP Manager, spoke in opposition to connecting the roadways, supporting keeping <br />Rose Place as is. <br />Paul Arntzen, 1148 Rose Place <br />Mr. Arntzen read his written comments dated August 22, 2007, attached hereto and <br />made a part thereof. <br />Further discussion included pre-existing access points for the MHP and their proximity <br />to County Road C and Rose Place; possible solutions excluding redevelopment of the <br />MHP for traffic controls during peak volume times; Ms. Bloom's discussion of speed <br />issues, collector street designation and adequate capacity on Fernwood and Dunlap; <br />and future policy discussion for the City Council to consider related to density, quality <br />of life of the neighborhood, and compatibility. <br />Associate Planner Bryan Lloyd reminded the public and Commissioners that this <br />discussion was totally a "what if' scenario, and that staff had not been made aware of <br />any plans for redevelopment of the MHP or other future contingencies. <br />Chair Bakeman closed the Public Hearing. <br />Staff advised that, since the applicant had withdrawn their application, no action was <br />necessary. <br />6. New Public Hearings <br />a. PLANNING FILE 07-050 <br />Request by Melissa Olson, in conjunction with Eugene Schultz, owner of the <br />property at 1940 Lexington Avenue, for a Planned Unit Development (PUD) <br />Amendment to include anew/used bookstore as a permitted use in the existing <br />multi-tenant building. <br />Chair Bakeman opened the Public Hearing for Planning File 07-050. <br />Associate Planner Bryan Lloyd reviewed the request of Melissa Olson for a book store <br />the sells predominantly used books. Ms. Olson owns "The Bookshop," which is <br />currently housed in the Har Mar Mall, and the proposed PUD amendment would allow <br />her to relocate her business into the building at 1940 Lexington Avenue. Ms. Olson <br />advised that the business experiences approximately 30 customers per day, and she <br />anticipated equivalent customer traffic at the new location, not anticipating that it <br />would exceed 45 people per day. Staff estimates that this level of customer traffic is <br />consistent with a gift shop related use, currently permitted in the PUD. Ms. Olson, in <br />the future, identified a small cafe/coffee shop, that staff could support with appropriate <br />limitations compatible with the PUD and other uses in the surrounding area. <br />Staff recommended that the range of business uses as detailed in the staff report for <br />the multi-tenant building be considered. <br />Staff recommended APPROVAL of the request for an AMENDED PUD for Melissa <br />Olson and Eugene Schultz to allow the proposed range of business uses in the multi- <br />tenant building at 1940 Lexington Avenue; based on the comments and findings of <br />Section 5, and the conditions of Sections 5 and 6, and the condition of Section 7 of <br />the project report dated September 5, 2007. <br />Discussion included existence of a joint parking agreement with the adjoining <br />hardware store, and a community cornerstone business supported by the City in the <br />
