Planning Commission Meeting <br />Minutes -Wednesday, September 05, 2007 <br />Page 6 <br />Ms. Mahnken questioned how seeing only five (5) clients each week would provide <br />adequate income; and expressed her concern that additional clients above the <br />projected number may create parking or traffic issues. <br />Staff reviewed the limitations on hours or operation, parking, and other items <br />addressed by existing City Code and Conditional Use Permits related to home-based <br />businesses. <br />Further discussion included neighborhood impacts and considerations for parking and <br />traffic; and the CUP staying with the property. <br />Commissioners expressed their appreciation to Ms. Rezakhani for her honesty in <br />seeking an application for her home occupation. <br />Chair Bakeman closed the Public Hearing <br />MOTION <br />Member Boerigter moved, seconded by Member Gasongo to RECOMMEND <br />APPROVAL of a CONDITIONAL USE PERMIT (CUP) for Najmieh Rezakhani, 425 <br />Wagner Street, to allow the proposed in-home salon, based on the comments <br />and findings of Sections 5 and 6 of the project report dated September 5, 2007. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />PLANNING FILE 07-052 <br />Request by Mike Heffernan for a CONDITIONAL USE PERMIT (CUP) to allow a <br />1,008 square foot accessory structure on the residential property at 893 County <br />Road C-2. <br />Chair Bakeman opened the Public Hearing for Planning File 07-052. <br />Associate Planner Bryan Lloyd reviewed the request of the applicant to construct a <br />1,008 square foot detached building. Mr. Lloyd advised that Mr. Heffernan owns the <br />property, with a Comprehensive Plan designation of Low-Density Residential (LF) and <br />a zoning classification of Single-Family Residence District (R-1). <br />Mr. Lloyd noted that the existing attached garage plus the proposed 1,008 square foot <br />accessory building adds up to about 1,465 square feet, whereas the residential <br />footprint of the principal structure (not counting the attached garage) is approximately <br />1,725 square feet; and impervious coverage would be about 4,350 square feet (12% <br />of the total lot area). <br />Mr. Lloyd further reviewed driveway requirements for accessory structures; however, <br />noted that since the proposed use is for storage of yard and recreational equipment <br />rather than for daily-use vehicles, no driveway would be required. <br />Staff recommended APPROVAL of a CONDITIONAL USE PERMIT (CUP), for Mike <br />Heffernan, 893 County Road C-2, to allow the construction of the proposed 1,008 <br />square foot accessory structure; based on the comments and findings of Sections 5 <br />and 6, and the conditions of Section 7 of the project report dated September 5, 2007. <br />Applicant, Mr. Heffernan, <br />Mr. Heffernan was present and confirmed that his intent was to use the accessory <br />structure for his family's "toys." <br />Chair Bakeman closed the Public Hearing, with no one appearing for or against. <br />MOTION <br />Member Boerigter moved, seconded by Member Doherty to RECOMMEND <br />APPROVAL of a CONDITIONAL USE PERMIT (CUP), for Mike Heffernan, 893 <br />
