Regular City Council Meeting <br />Monday, February 25, 2008 <br />Page 17 <br />Mr. Munson noted that Mr. Gunard did not live at 1715 Roselawn Avenue, and <br />that the property is now vacant; and following two notices and an administrative <br />ticket, the property remained in violation, with significant work needing to be <br />done, with very little progress to-date. Mr. Munson advised that due to the extent, <br />expense and complicated nature of the required clean-up, abatement was not cho- <br />sen as an option. Mr. Munson noted that much of the items being stored outside <br />were too large for existing staff to remove, and with the many variables, many <br />were of some value, creating further complications in removing the items. <br />Mr. Munson advised that, since Mr. Gunard had inherited this problem, staff was <br />seeking allowance that Mr. Gunard had until June 1, 2008 to bring the list into <br />compliance, with a Ramsey Court Citation being issued on .Tune 2, 2008 if that <br />compliance was not evidenced. <br />Eric Gunard, Property Owner <br />Mr. Gunard spoke to the issue, expressing an interest in complying with what the <br />City was asking; but seeking time for compliance. Mr. Gunard provided a brief <br />history of the family property; recent family deaths and illnesses further delaying <br />the project; his intent to make improvements to the property for possible rental <br />and/or sale; and intent to raze the garage on the site as part of the improvements. <br />Mr. Gunard noted his work to-date in removing outside-stored materials from the <br />property. <br />Mayor Klausing expressed the City Council's sympathy to Mr. Gunard for his <br />family losses, and recognized the difficulties with aging parents, in addition to his <br />attempts to remove some of the items. However, Mayor Klausing asked that Mr. <br />Gunard recognize the City's concerns, as well as those of the neighbors with on- <br />going and continuous code violations. Mayor Klausing asked Mr. Gunard spe- <br />cifically if he could accomplish the work by .Tune 1, 2008. <br />Mr. Gunard conceded to removal of items from the property; however, noted that <br />he would prefer to board up windows on the garage rather than installing new <br />windows and/or painting; with other items related to the structure(s) taking more <br />time. <br />Mayor Klausing sought reassurances that Mr. Gunard would significantly comply <br />with the June 15` deadline and work with staff on specifics that would need more <br />time; with the admonition that substantial and significant compliance must be <br />evidenced by staff. <br />Discussion ensued about various components creating the non-compliance issues; <br />and Mr. Gunard's intent for removal; demolition permit issuance; and the City <br />Council's concurrence that Mr. Gunard needed to make a good faith effort to at a <br />minimum eliminate the outside storage that was a continual eyesore to the <br />neighboring properties. <br />
