Regular City Council Meeting <br />Monday, February 11, 2008 <br />Page 19 <br />noted that staff, on a department-wide basis, had been meeting on a weekly basis <br />as a Twin Lakes Operations Team, to consider and discuss all facets of this devel- <br />opment area. <br />Mr. Trudgeon noted that tonight's presentation would include an update regarding <br />the Twin Lakes Redevelopment Project, specifically regarding the Twin Lakes <br />AUAR Infrastructure Allocation Study, introduction of a policy framework re- <br />garding the use of public funds within Twin Lakes for the purposes of discussion <br />and City Council consideration. Staff also asked for Council discussion regarding <br />the use of Springsted to assist the City in financial analysis throughout the project. <br />Staff presented information regarding the McGough proposal for the PIK prop- <br />erty. <br />Referenced materials included the DRAFT Twin Lakes Allocation Study; <br />DRAFT Twin lakes Public Financial Participation Framework; Springsted Pro- <br />posal; Site Plan for McGough development proposal on the PIK Terminal site; <br />and Twin Lakes Redevelopment Timeline. <br />Mr. Trudgeon introduced Mr. Craig Vaughn of SRF Engineering to present the <br />Twin Lakes AUAR Area Infrastructure Improvements and an Introduction to the <br />Cost Allocation; Ms. Jamie Radel, City Economic Development Specialist to pre- <br />sent the Public Financial Participation Framework Criteria and General Parame- <br />ters; representatives of Springsted for financial modeling and analysis as the pro- <br />ject proceeds, and requested action at tonight's meeting to engage this firm; and <br />discussion of the concept plan for McGough Construction/PIK Terminal site re- <br />development. <br />Craig Vaughn, SRF and City Engineer Debra Bloom <br />Mr. Vaughn provided an overview highlighting future infrastructure needs <br />through the year 2030 and associated costs for those infrastructure needs, and as- <br />signment of proportional costs to redevelopment parcels as a foundation. <br />Discussion items included concept sketches for a sidewalk added to the south side <br />of County Road D; a three-lane roadway section added to Fairview Avenue from <br />County Road C-2 to County Road D; addition of two roundabouts to the Twin <br />Lakes Parkway design; inclusion of sidewalk installation when a roadway is com- <br />pletely overhauled; and potential neighborhood impacts. <br />Mr. Trudgeon noted that impacts related to Scenario A (big box retail) were ex- <br />tremely significant, with some mitigation not feasible, and therefore not studied, <br />and advised that environmental remediation was beyond the scope of this infra- <br />structure study. <br />Further discussion included clarification that cost estimates, based on concept <br />sketches, were based on lateral measurements and didn't account for topographic <br />
