City of Roseville - HRA Minutes for March 21, 2006Page 4 of 5 <br />Member Kelsey asked where the budget would come from for this process. Bennett noted from <br />existing marketing/study funds of $10,000 and that there is no intention to use the budget set aside <br />for rental housing implementation at this time. <br />Chair Majerus wondered if the purpose should be expanded to include all rental property to address <br />Council member Kough’s concerns. <br />Member Kelsey noted that a rental property management company representative should also be <br />added to the list. <br />Rental property owner Ramona Erickson spoke to the HRA regarding overcrowding and how the <br />current process should be improved upon to address this issue. She shared her documentation <br />regarding the correspondence between the City regarding this issue and urges the HRA to consider <br />a better process to address noncompliance in this case as they move forward. <br />Chair Majerus thanked Ms. Erickson for her comments. <br />Motion: Member Bean moved, seconded by Member Millasovich, to adopt the suggested <br />process for citizen advisory group and review of rental licensing issues with the modification <br />to item 3.1. to include all rental properties and adding a property management representative <br />to the group. In addition, the HRA directed staff to prepare application and seek candidates <br />for April HRA meeting consideration. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried: 7-0 <br />9.Information and Reports <br />Summary of Home & Garden Fair 2006 <br />a. <br />Executive Director Bennett noted that there were an estimated 1,200 people at the fair on February <br />25, 2006 and that based upon estimated revenue and expenses that the program broke even this <br />year with about $300 to spare. This was due to opening up the additional room with 25 more <br />exhibitors and having a record number of sponsors. HRA staff costs were also under budget. <br />Discussion of Home Repair Program <br />b. <br />Executive Director Bennett asked for HRA input regarding establishment of an emergency fund for <br />situations where a homeowner has no means to make life and safety improvements to their home. <br />Ms. Bennett explained some serious situations and conditions that exist in Roseville currently with <br />no specific alternative to resolve without taking court action. She noted that in some of these <br />situations the person is not physically or mentally capable of applying for loan funds offered by the <br />City, County or State. <br />Member Maschka wondered if there should be a social assistance component to any emergency <br />fund program. He mentioned North West Youth and Family Services. <br />Member Kelsey noted her concern with putting the minimal amount of improvement into a home <br />without a plan to keep it that way and maintain it over the long term could result in the home <br />becoming inhabitable again. <br />Chair Majerus noted that this issue should also be a focus of the longer term housing visioning <br />process. <br />Member Maschka asked if some background could be brought forward regarding the potential <br />situations like this in Roseville. <br />Member Elkins suggested contacting the Wilder Foundation as an alternative since they have a <br />special focus on low-income seniors. <br />http://archive.ci.roseville.mn.us/council/hra/minutes/2006/hram060321.htm3/10/2008 <br /> <br />
