REQUEST FOR COUNCIL ACTION Date: 1110/2000 <br />Item No.: F _ 1 <br />Depart�e nt Appr Manager Approval: Agenda Section: <br />/1' i%, �_��� Consent <br />, <br />/�l�crfi" <br />Item Description: Approval for COPS MORE Universal Hiring Program <br />For Law Enforcement Agencies Seeking to Hire Officers for <br />Community Policing (COPS in School Grant Program) <br />BACKGROUND <br />The Roseville Police Department is currently budgeted for one full-time school liaison officer and <br />has one, full-time Roseville Police Officer deployed as a school liaison officer in the high school <br />only. During summer months, when school is not in session, this same full-time school liaison <br />officer is temporarily assigned to criminal investigation. <br />Due to the increased violence in schools around the country in the last twelve months, the <br />Roseville Police Department proposes that with funds from this COPS Hiring Program, another <br />full-time officer could be deployed as a second, full-time school liaison officer for the community <br />of Roseville. <br />PROPOSED ACTION <br />The new, full-time school officer would be positioned in middle schools and elementary schools-- <br />Brimhall Elementary, Central Park Elementary, and Parkview Center School. There are 1,748 <br />elementary students and 152 7�h and 8�h grade students in these three schools. <br />A second Roseville Police Department school liaison officer would assume the following duties: <br />• Follow-up to referrals provided by the police department and school administrative <br />staff <br />• Counsel and advise students on legal offenses <br />• Serve on school crisis teams <br />• Serve on administrative teams <br />• Serve on student support teams <br />• Visit and get acquainted with the students <br />• Assist in intervening with cases of criminal law violation <br />• Initiate juvenile crime prevention programs <br />• Educate and advise parents in the area of student behavior that does or could <br />potentially bring juveniles into the juvenile court system <br />• Assess, advise, and assist school administration with security practices to create a <br />safe and secure school environment <br />• Make presentations on relevant issues to individual classrooms <br />. Arrange for and schedule outside speakers to address relevant issues in the <br />classroom <br />• Participate in school events and activities <br />• Assist in reporting and follow-up of child abuse/neglect cases <br />The RPD has taken the initiative to meet with representatives from the school district and is in <br />possession of an informal, signed agreement with the district school superintendent supporting <br />the addition of a second school liaison officer. <br />
