The recipients will include property owners within five hundred feet <br />X500') of the project property members of the Planning Commission and City Council <br />and other community members that have registered to receive the invitations <br />5. Summary: A written summary of the open house shall be submitted as a necessary <br />component of an application for General Concept Plan and PUD Amendment approval <br />ED. General Concept Plan: The purpose of a general development concept plan is to formally <br />present a planned unit development and preliminary plat application in a public hearing <br />before the planning commission as set forth in chapter 108 of this code. The plan shall <br />include the following: <br />1. Overall maximum PUD density range. <br />2. General location of major streets and pedestrianways. <br />3. General location and extent of public and common and open space. <br />4. General location of residential and nonresidential land uses with approximate type of <br />intensities of development. <br />5. Staging and time schedule of development. <br />6. Other special criteria for development. (Ord. 1176, 11-25-1996) <br />1~E. Final Development Plan: Following general concept development approval, if given, the <br />applicant shall submit the final development stage application and final plat. The <br />application shall proceed and be acted upon in accordance with section 1015.01 of this <br />title for zoning district changes. If appropriate, because of the limited scale of the <br />proposal, the concept stage and development stages may proceed simultaneously. <br />SECTION 4. Chapter 1013 is hereby amended as follows: <br />1013.09: INTERIM USE: <br />A. Authorized by City Council: The City Council may authorize an interim use of property. <br />Interim use might not be consistent with the land uses designated on the adopted Land <br />Use Plan. They might also fail to meet all of the zoning standards established for the <br />district within which it is located. <br />B. Conditions For Interim Use: The City Council may attach conditions to interim use <br />permits. In reviewing interim use permit applications, the City will establish a specific <br />date or event that will terminate the use on the property. The City Council will also <br />determine that the approval of the interim use would not result in adverse effects on the <br />public health, safety and welfare and that it will not impose additional costs on the public <br />if it is necessary for the public to take the property in the future. <br />C. Open House: Prior to submitting an application for approval of an interim use an <br />applicant shall hold an open house meeting with residents and property owners in the <br />vicinity of the interim use location. <br />1. Purpose: To provide a convenient forum for engaging community members in the <br />development process to describe the proposal in detail and to answer questions and <br />solicit feedback. <br />2. Timing: The open house shall be held not more than thirty (30) da~prior to the <br />submission of an application for interim use approval and shall be held on a weekday <br />evening be~inninP between 6.00 p m and 7.00 p m and ending by 10.00 p m <br />Page 3 of 6 <br />
