Planning Commission Meeting <br />Minutes – Wednesday, December 05, 2007 <br />Page 11 <br /> <br />MOTION <br />Member Doherty moved, seconded by Member Martinson to SUPPORT AND RECOMMEND <br />ADOPTION OF AMENDMENTS to the City’s Zoning Code (Title 10) to increase direct-mailing <br />notification to property owners within 500’ of the project site, as detailed in the project report <br />dated December 5, 2007. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />MOTION <br />Member Doherty moved, seconded by Member Boerigter to TABLE discussion on possible <br />support and recommendation of adoption of amendments to the City’s Subdivision Code (Title 11) <br />to require a neighborhood meeting/open house for residents within 500’ of a proposed Planned <br />Unit Development and/or a proposed Planned Unit Development Amendment, as detailed in the <br />project report dated December 5, 2007, until the January of 2008 Planning Commission meeting. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />f. PROJECT FILE 0004, Continuation of the Roseville Comprehensive Plan Update Process <br />Chair Bakeman opened the Public Hearing for Project File 0004. <br />Chair Bakeman and Commissioner Doherty provided a brief report from their work on the Comprehensive <br />Plan Steering Committee to-date (demographics); and upcoming listening sessions with a wide variety of <br />groups (i.e., business owners, retailers, League of Women Voters, Roseville Citizen’s League, Friends of <br />Twin Lakes); and others with specific foci. <br />MOTION <br />Member Bakeman moved, seconded by Member Wozniak, to CONTINUE Project File 0004 to the <br />January 2008 meeting. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />6. Information and Reports <br />a. PLANNING FILE 07-068 <br />Review and comment on the conceptual drawings comprising the PLANNED UNIT DEVELOPMENT <br />SKETCH PLAN for the renovation and expansion of the HarMar Apartments. <br />City Planner Thomas Paschke briefly reviewed the staff report provided for Aeon (formerly Central <br />Community Housing Trust) for comment from the Planning Commission on their proposed sketch plan to <br />create a Planned Unit Development at HarMar Apartments. <br />Maureen Michalski, 1625 Park Avenue, Mpls, MN., Aeon representative <br />Ms. Michalski reviewed the existing five (5) building, 120-unit, multi-family apartments, purchased by <br />Aeon in 2006, and plans to rehabilitate the property by consolidating and updating units, and providing <br />exterior improvements, and additional units, by working with the City’s Housing and Redevelopment <br />Authority (HRA). Ms. Michalski advised that there were many deferred maintenance issues under <br />consideration in Phase I, with Phase II involving a proposed 15 new units on the northwest corner of the <br />site. Ms. Michalski addressed existing and proposed exterior on-site parking; underground parking; <br />increased green space; creation of one (1) main entrance, and reduction in curb cuts to direct pedestrian <br />and vehicular traffic on site; creation of family-sized units in accordance with needs for affordable housing <br />in the area; increased pedestrian and bicycle amenities; and work with the Center for Sustainability <br />Research at U of M and Green Institute during the rehabilitation phase on green features, including HVAC <br />systems, environmental mediation, appliances, and on-site storm water improvements, including <br />waterproofing of basement level units and installation of rain gardens. <br /> <br />
