Regular City Council Meeting <br />Monday, March 24, 2008 <br />Page 13 <br />Mr. Gallop advised that he was involved with establishing lake regulations in the <br />City of Shoreview, with 150' slow, no-wake signs on those lakes, and it took ap- <br />proximately two years to process the request through the Department of natural <br />Resources (DNR). Mr. Gallop advised that the City would need to show a defi- <br />nite need and reason for that need to establish such restrictions, then process it <br />through the Lake Association and the DNR. <br />Councilmember Ihlan questioned the use of chemicals to control weeds in the <br />lake, noting this was also a previously expressed concern of lake residents. <br />Mr. Gallop advised that last year, a resident against the course and jump had al- <br />leged that the Safe Boating Association was responsible for putting chemicals in <br />the lake. Mr. Gallop clarified that it was the Lake Owasso Homeowner's Associa- <br />tion that handled those issues; and not the Safe Boating Association. Mr. Gallop <br />advised that members of the Safe Boating Association were homeowners, and <br />were also part of the homeowner's association as they lived on the lake, but that <br />the two were not connected. <br />Joe Bester, 360 W Horseshoe Drive <br />Mr. Bester, a member of the Lake Owasso Homeowner's Association, advised <br />that there was currently a massive study of Lake Owasso by the Grass Lake Wa- <br />tershed District, and that agency, and/or the DNR would be the place for lake resi- <br />dents to express their concerns on lake treatment. <br />Mr. Bester also advised that the annual meeting of the Homeowner's Association <br />was held on the third Thursday of April, with this year's meeting scheduled on <br />Thursday, April 17, 2008, to be held at the Roseville Skating Center. <br />Mr. fester noted that the start time and noise was only being created by a small <br />group of people, with three boats coming on the lake particularly early, and after <br />recent discussions, two of those users had committed to adding mufflers to their <br />boats to reduce the noise. Mr. Bester noted that this was a simple solution provid- <br />ing good. results. <br />Mayor Klausing opened and closed the Public Hearing at 7:17 p.m. with no one <br />appearing for or against. <br />Pust moved, Klausing seconded, recommending to the Ramsey County Sheriffls <br />Department, approval of the permit. for Lake Owasso Safe Boating Association's <br />placement of a water ski course and jump on Lake Owasso. <br />Roll Call <br />Ayes: Pust; Ihlan; Roe; and Klausing. <br />Nays: None. <br />
