Business Items -Action. <br />b. Consider Final Request by Roundy's in conjunction with property owner <br />Reinhart Real Estate Group, Inc., for Rezoning and ~n°-~l-Csneept [Final] <br />Planned Unit Development at 1201 - 1211, and 1215 Larpenteur Avenue <br />(PF08-005) <br />Mayor Klausing and Councilmember Roe reiterated the correction to this item <br />that it was for "Final Planned Unit Development," rather than "General Concept" <br />approval. <br />City Planner Thomas Paschke briefly reviewed the request, based on the project <br />report dated March 24, 2008,. and the proposal by Roundy's for redevelopment of <br />the 7.7 acre mixed commercial property at 1201 - 1211, and 1215 Larpenteur <br />Avenue into a 66,000 plus square foot Rainbow Foods grocery store (including a <br />drive-thru pharmacy, bank/financial institution, possible liquor store, and deli), an <br />open market structure in the southwest corner, and a small coffee/cafe type struc- <br />ture/use in the southeast corner. <br />Mr. Paschke reviewed staffs analysis of the final development plans, and staff <br />recommendation, as well as that of the Planning Commission, and the resulting <br />PUD Agreement. <br />Councilmember Roe discussed with staff previous City Council action to refine <br />the Shopping Center (SC) Zoning District; City Code design standards; conditions <br />as part of City Code requirements and those necessary to be specifically stipu- <br />lated; and stipulation of a more defined square footage, rather than "66,000 plus <br />square feet." <br />Councilmember Ihlan discussed with staff the parking lot, landscaping and pedes- <br />trian connections, and what modifications had been made between the concept <br />and final plans, specific to the pharmacy drive through. <br />Mr. Paschke advised that no specific modifications had been made to the phar- <br />macy drive-thru other than highlighting the pedestrian access and drive lanes to <br />reduce any conflicts; noted the pathway connections from Larpenteur Avenue, <br />with a sidewalk. proposed on the west side of the site along Fernwood; one <br />through the center of the site; and another on the east side of the site. Mr. <br />Paschke advised that staff and the applicant were continuing their work on path- <br />way connections, including raising the center pedestrian sidewalk to protect it <br />with a curb, with staff seeking wider pathway than that shown on plans, and land- <br />scaping amenities for enhancement and safety, in addition to being code compli- <br />ant. <br />
