Regular City Council Meeting <br />Monday, March 24, 2008 <br />Page 15 <br />Further discussion included pedestrian access from Larpenteur across the parking <br />lot and the developer's attempt to improve safety for pedestrians, rather than co- <br />mingling pedestrian and vehicular traffic; location and anticipated building <br />schedule of the farmers market; cooperative efforts between staff and the property <br />owner in upgrading stormwater drainage on the site through underground storage <br />pipes and stormwater holding ponds; status of plans (not final) for the farmers <br />market and restaurant sites. <br />City Engineer Debra Bloom advised that discussions and engineering are still in <br />process on the area of the market structure, and the City's original. preference for <br />a pond located there, however, noted that the soil tests had indicated better soils <br />than originally anticipated allowing for more flexibility. Ms. Bloom advised that <br />the engineering deparhnent had only reviewed the Rainbow site, and overall site <br />drainage, and would provide a more detailed analysis of the farmers market and <br />restaurant sites as those plans came forward. <br />Councilmember Ihlan expressed concern that the farmers market piece occur at <br />the same time as the Rainbow remodel, opining that it was important to the public <br />that the existing strneture be razed, and that the projects go forward at the same <br />time, as well as the pedestrian connection. <br />Ms. Bloom noted the written project report, Section 6.9, addressing that outlot <br />structures shall connect to the adjacent pedestrian walks/paths. <br />Councilmember Ihlan expressed concern that a better site plan hadn't been devel- <br />oped between concept and final, specifically noting the five percent (5%) floor for <br />landscaping, and suggesting that more than 5% be conditioned as part of the ap- <br />proval. <br />Councilmember Pust opined the need for more green space, less parking; and <br />questioned the anticipated timeline for construction of the outlots. <br />Applicant's Representative, Dan Farrel, Vice President of Real Estate for <br />Roundy's <br />Mr. Farrel advised that Roundy's was fully prepared to do the outlot structures at <br />the time of the store; however, had delayed them for the City's benefit and based <br />on stafYs request based on pending soil studies and underground stormwater pipe <br />storage and additional stormwater coneems of the City not related to site im- <br />provements. <br />Councilmember Pust questioned the width of the pedestrian access through the <br />middle of the site. <br />
