Regular City Council Meeting <br />Monday, March 24, 2008 <br />Page 18 <br />Mayor Klausing expressed his preference that the water drainage improvements <br />would be in place for the long-term and opined his concern that those upgrades be <br />incorporated now. <br />Further discussion ensued following public comment, with Councilmember lhlan <br />encouraging the City Council to utilize this golden opportunity to bring people to- <br />gether to resolve the issues identified (theater closure) and opined that the 60-day <br />review period be used, or extended, to bring everyone to the table with the City <br />facilitating a stakeholder group to address potential impacts, and achieve benefi- <br />cial solutions for all parties by maintaining or improving services to the City's <br />children, senior citizens, and low income residents. <br />Ihlan moved to delay decision on approval of Rezoning and Final Planned Unit <br />Development, during the remaining 60-day review deadline expiring on May 6, <br />2008, or by extending that review period, to allow time to bring together a stake- <br />holder group to discuss items identified during public comment. <br />Mayor Klausing ruled the motion failed for lack of a second. <br />Councilmember Pust opined that the need to address the potential loss of the <br />Roseville 4 Theatre, and delaying or denying approval of the Roundy's project <br />were two separate issues, without connection. Councilmember Pust further <br />opined that the City Council could not force Rainbow to keep the theater, so de- <br />laying their project was irrelevant. Councilmember Pust agreed that there needed <br />to be a community discussion on how to find a new home for the theater, but she <br />didn't see a related need to delay the Rainbow project. Councilmember Pust cau- <br />tioned the public that they should not misinterpret approval of the Roundy's rede- <br />velopment as a loss to the community, and acknowledged what a valuable asset <br />the theater was to the community, serving many purposes. Councilmember Pust <br />noted that the City Council doesn't run the movie theater, but can help citizens <br />work with whatever else may be available in the community for a potential loca- <br />tion. <br />Councilmember Pust reminded the audience that she had requested, at the previ- <br />ous discussion, that the owner of the Roseville 4 Theatre be present for tonight's <br />discussion, but noted that he wasn't present. Councilmember Pust noted the need <br />to hear from the owner if he wants to continue running the theater before going <br />further with the theater relocation discussion. <br />Councilmember Roe echoed Councilmember Pust's comments on the theater, not- <br />ing that it was a structural issue with how inexpensive movie theaters could con- <br />tinue to operate in a market economy, when landlords were seeking the highest <br />value for their buildings. Councilmember Roe opined that it maybe necessary to <br />look at the concept of inexpensive community entertainment, and how the com- <br />munity as a whole could contribute financially to provide thaw opportunities for <br />
