Regular City Council Meering
Monday, March 24, 2008
Page 19
those unable to do so personally. Councilmember Roe opined his support in con-
tinuing those discussions, and how to keep the theater as an asset. Councilmem-
ber Roe further opined that approval of the Roundy's store could serve as a be-
ginning point for those discussions, even though the theater may be closed for
awhile, the community shouldn't give up and strive to make the continuation of
the asset viable.
Councilmember Roe noted that this Roundy's store was obviously a valuable lo-
cation for the developer as well, since they were willing to make significant im-
provements, and further noted that they were driving their aggressive schedule to
raze and rebuild,. since it cost them money to be closed, as well as inconvenienc-
ing customers. Councilmember Roe advised that it was up to the City Council to
balance all those considerations, and reiterated that it was important that tonight`s
decision not be the end of the Roseville 4 Theatre discussion.
Councilmember Ihlan opined that the City Council had the power to delay action
for one (1) month without violating the 60-day review period; and further opined
that if the City Council chose to vote tonight, it would foreclose further options
and end up going forward without resolution to other questions. Councilmember
Ihlan advised that she was calling for a discussion to happen even if the rest. of the
City Council approved the request tonight; and opined that the Council was miss-
ing anopportunity tonight to bring everyone together.
Councilmember Pust opined. that approval of the Roundy's redevelopment was
not going to take anything off the table, as they'd already determined that the
theater wasn't going to remain in the newly constructed building. Councilmem-
ber Pust further opined that the only thing off the table is more arguments with
Roundy's attempting to make them do things, without resolving the real issue.
Councilmember Pust opined that nothing got left off the table by moving forward
with Roundy's, and speaking directly to the public, encouraged them to hold the
City Council accountable regarding the theater relocation discussions.
Klausing moved, Roe seconded, enactment of Ordinance No. 1364 entitled, "An
Ordinance Amending Title 10 of Roseville City Code; Changing the Zoning Map
Designation of Certain Real Property at 1201 - 1211 and 1215 Larpenteur Ave-
nue from Shopping Center District (SC) to Planned Unit Development (PUD),
with an underlying zoning of Shopping Center District (SC)."
Councilmember Roe clarified with City Attorney Anderson, who confirmed that
approval of the rezoning ordinance was not subject to conditions; that the condi-
tions were applicable to the PUD Agreement.
Roll Call
Ayes: Pust; Roe; and Klausing..
Nays: Ihlan.
