Regular City Council Meeting <br />Monday, March 24, 2008 <br />Page 21 <br />Further discussion ensued regarding how the PUD Agreement should be drafted <br />and what should or should not be specified in the Agreement. <br />Pust moved, Ihlan seconded, TABLING the PUD Agreement for two weeks for <br />revisions as discussed tonight, that all specific conditions as detailed in the staff <br />report are to be included; with further consideration by the City Council on green <br />space to parking lot space calculations, but at a minimum, references to off-street <br />pazking meeting code requirements, with preferences to go beyond minimums ad- <br />dressed in City Code to achieve more green space and less parking spaces; review <br />of the timing for the farmers market facility in light of allowing for adequate time <br />to review stormwater piping that may be advantageous to the City's overall drain- <br />age issues; and a provision that the former Caesar's Pizza building be razed at the <br />same time as the Rainbow building; <br />Roll Call <br />Ayes: Pust; Ihlan; Roe; and Klausing. <br />Nays: None. <br />Councilmember Pust reiterated, for the record, that the public not leave with the <br />impression that this delayed action on the PUD Agreement would result in saving <br />the Roseville 4 Theatre. <br />Recess <br />Mayor Klausing recessed the meeting at 8:50 p.m. and reconvened at 9x02 p.m. <br />c. Consider Request by AEON (formerly Central Community Housing Trust) <br />for Rezoning, and General Concept Planned Unit Development (PUD) of the <br />Har Mar Apartments to improve the property and construct a new 4-story, <br />50-4S-unit apartment building (PF07-068) <br />City Planner Thomas Paschke corrected the request, noting that it was a 50-unit, <br />rather than 48-unit apartment building proposed for Phase II, new construction. <br />Mr. Paschke noted the purpose of the proposal in two phases, with. the first phase <br />undertaking a major remodeling of the existing units and improved site condi- <br />tions, including addressing existing drainage issues; and the second phase includ- <br />ing anew 4-story, 50-unit apartment building. <br />Mr. Paschke reviewed the project report dated Mazch 24, 2008 and staffs analy- <br />sis, as well as the recommendation of the Planning Commission. <br />Discussion included rationale for staffs proposed rezoning from current designa- <br />tion of B-1, Limited Business District to a Planned Unit Development (PUD) with <br />an underlying zoning of R-3A, Multi-Family Residence District (3 - 24 units). <br />Additional discussion included pedestrian connections, internal, and off-site, and <br />pending staff and applicant review of various options for those amenities. <br />
