Regular City Council Meeting <br />Monday, March 24, 2008 <br />Page 22 <br />Maureen Michalski, Project Manager, Aeon and David Witt, Collaborative <br />Design Group (Project Architect) <br />Councilmember Ihlan questioned areas proposed for children's play/activity areas <br />and/or green space within the site. <br />Ms. Michalski addressed the proposed areas, along with Mr. Witt, noting that dis- <br />cussions were still in the concept stage, but definitely planned, and would be de- <br />terminedbased on location of on-site parking and stormwater locations. <br />Ms. Michalski concurred with pedestrian connections off-site, and committed to <br />working with staff to achieve those connections Ms. Michlaski advised that it <br />was important to their residents to access bus stops and retail shopping areas from <br />the site, in addition to internally based on how they were used. <br />Councilmember Roe opined his support for the proposed layout of the sidewalks <br />For ease of access, while addressing security and visibility issues. <br />Ms. Michalski requested that condition 7.2 of the staff report addressing on-street <br />parking on the frontage road remain flexible until the final PUD process and their <br />attempts for creating traffic calming areas and improving residential life. <br />Mr. Trudgeon noted that staff remained firm that on-street parking would not be <br />calculated to meet site parking counts, but assured that the engineering and plan- <br />ning deparhnents would continue to work with AEON for adequate parking on <br />site. Mr. Trudgeon noted that the facility was low-income, and true pazking needs <br />may be minimized, given fewer cars per unit. <br />Additional discussion on the "shall not" language of the condition, rather than. <br />"discouraging" on street parking. <br />Further discussion included potential funding for the project, anticipated through <br />an application, following PUD Approval, to the Minnesota Housing Finance <br />Agency (MHFA) in June and decisions by October, with tax credits anticipated <br />for approximately % of the financing; application in February to Ramsey County, <br />and successful funding through the Metropolitan Council, with technical assis- <br />tance from City staff, as well as private foundation funding. <br />On a related note, Mayor Klausing announced the upcoming "Beyond Bricks" <br />fundraiser on March 14, 2008. <br />Roe moved, Pust seconded, approval of the Preliminary Plat, Rezoning and Gen- <br />eral Concept Planned Unit Development at 2225 - 2265 Snelling Avenue; based <br />on the comments of Sections 4 through 6, and the conditions of Section 7 of the <br />project report dated March 24, 2008; amended to revise language of Condition 7.2 <br />as follows: <br />
