General Ordinances <br />a. Consider a City Code Text Amendment to require applicants to hold an <br />"Open Honse" prior to a Public Hearing by the Planning Commission <br />(PROD-0010) <br />Associate Planner Bryan Lloyd briefly reviewed the project report dated March <br />24, 2008 related to this City Code text amendment to require applicants to hold an <br />"open house" prior to the Planning Commission public hearing for certain land <br />use applications. <br />Discussion included ordinance samples from other communities and their specific <br />provisions and staffs rationale for Roseville; and if any input was sought from <br />the development community and common practice for experienced developers to <br />voluntarily seek public input early in the process. <br />Councilmember Ihlan offered her support of the proposed text amendment; and if <br />successful, offered support to include an open house provision for other land use <br />applications (i.e., conditional use permits and subdivisions). <br />Councilmember Pust commended. the department for taking the initiative in bring- <br />ing this forward, and thanked staff for their efforts. <br />Roe moved, Pust seconded, enactment of Ordinance No. 1362 entitled, "An Ordi- <br />nance Amending Selected Text o£ Title 2, Chapter 201, Planning Commission <br />AND Title 10, Chapter 1008, Planned Unit Developments AND Title 1Q Chapter <br />1013, General Requirements AND Title 10, Chapter 1016, Amendments, Rose- <br />ville City Code;" based on the recommendation of the Planning Commission and <br />the comments and findings in the staff report dated March 24, 2008. <br />Mayor Klausing offered his appreciation to staff and the Planning Commission <br />for this initiative, and opined his favorable impression with the Planning Commis- <br />sion's discussion and recommendations noted in their meeting minutes. <br />Councilmember Roe concurred with the comments of Councilmember Pust and <br />Mayor Klausing, noting that this discussion had. come up as a concept over a year <br />
