Business Items -Presentations a. Receive Report on Biennial Budgeting Finance Director Chris Miller briefly reviewed staff's recommendation that the City Council table any further discussion on multi-year budgeting and "Budgeting for Outcomes" until such time as the City's Strategic Plan is finalized. Mr. Miller opined that as that strategic plan is developed by the City Council it would drive which budget process to follow; and that amulti-year budget maybe premature at this time. Discussion included clarification of the strategic plan, with City Manager Malinen addressing staff and advisory committee work to-date with each department wrapping up work on their specific strategic plans to accommodate more advance planning, a defined Capital Improvement Plan (CIP), future department structur- ing and specific initiatives to achieve greater efficiencies for apro-active, rather than reactive, budgeting process short and long-term. 13. Business Items -Action Items f. City Manager Goals City Manager Malinen reviewed the additional streamlining of the City Manager Goals Suggested for 2007/2008, and highlighted significant items and revisions from the last presentation. Discussion included timing of the next review, anticipated for initiation in No- vember of 2008 for completion in 2009; the process and format based on the ini- tial goal setting. Councilmember Pust asked that fellow Councilmembers keep the timing goals in mind so they were prepared for the review. Pust moved, Roe seconded, approval of Roseville City Manager Goal Suggestions 2007-08, as presented and dated April 8, 2008; amended to remove reference to 2007. Discussion regarding Joint Meeting with the Roseville School District City Manager Malinen led a discussion on Mayor Klausing and his meetings with Roseville Area School Superintendent John Thein and School Board Chair Kitty Gogins to discuss a joint meeting between the City Council and the School Board;
