<br />-2- <br /> <br />c) Review all applications of governmental units, <br />independent commissions, boards or agencies operating <br />in the Metropolitan area for loan or grants from the United <br />States of America or any agency thereof, if the review by <br />the regional agency is required by federal law or a <br />federal agency, and <br /> <br />WHEREAS, the Metropolitan Council is directed to make <br />studies and reports on the following: <br /> <br />1. The control and prevention of air pollution. <br />2. The acquisition and financing of suitable major <br />parks and open spaces within and adjacent to the <br />metropolitan area. <br />3. The control and prevention of water pollution in <br />the metropolitan area. <br />4. The development of long range planning in the <br />metropolitan area. <br />5. Solid waste disposal. <br />6. Examination of tax structures in the metropolitan area <br />to consider ways to equalize the tax resources therein. <br />7. Assessment practices. <br />8. Acquisition of storm sewers and storm drainage <br />facilities. <br />9. The necessity for consolidation of common services of <br />local government units and the kind of consolidation <br />most suitable to the public interest. <br />10. Advance land acquisition for the development purposes <br />of the metropolitan area, and <br /> <br />WHEREAS, pursuant to Minnesota Statutes ~4l2.lll the <br />Village Council of the Village of Roseville is empowered to create <br />such departments and advisory boards as it deems advisable, and <br /> <br />WHEREAS, the Village Council determines that it is in the <br />best interests of the Village of Roseville that an advisory board to <br />the Village Council of the Village of Roseville be established for <br />the purpose of studying all of the implications of the establishment <br />of the Metropolitan Council and the proper relationship between the <br />Village of Roseville and the Metropolitan Council. <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Village Council of the <br />Village of Roseville, as follows: <br /> <br />1. There is hereby established an advisory board of <br />the Village of Roseville known as Metropolitan Affairs Committee. <br />2. The Metropolitan Affairs Committee of the Village of <br />Roseville shall consist of twenty members to serve at the pleasure <br />of the Council and shall meet at the time and place as designated by <br />the members of the committee. <br />
