-2- c) Review all applications of governmental units, independent commissions, boards or agencies operating in the Metropolitan area for loan or grants from the United States of America or any agency thereof, if the review by the regional agency is required by federal law or a federal agency, and WHEREAS, the Metropolitan Council is directed to make studies and reports on the following: 1. The control and prevention of air pollution. 2. The acquisition and financing of suitable major parks and open spaces within and adjacent to the metropolitan area. 3. The control and prevention of water pollution in the metropolitan area. 4. The development of long range planning in the metropolitan area. 5. Solid waste disposal. 6. Examination of tax structures in the metropolitan area to consider ways to equalize the tax resources therein. 7. Assessment practices. 8. Acquisition of storm sewers and storm drainage facilities. 9. The necessity for consolidation of common services of local government units and the kind of consolidation most suitable to the public interest. 10. Advance land acquisition for the development purposes of the metropolitan area, and WHEREAS, pursuant to Minnesota Statutes ~4l2.lll the Village Council of the Village of Roseville is empowered to create such departments and advisory boards as it deems advisable, and WHEREAS, the Village Council determines that it is in the best interests of the Village of Roseville that an advisory board to the Village Council of the Village of Roseville be established for the purpose of studying all of the implications of the establishment of the Metropolitan Council and the proper relationship between the Village of Roseville and the Metropolitan Council. NOW, THEREFORE, BE IT RESOLVED by the Village Council of the Village of Roseville, as follows: 1. There is hereby established an advisory board of the Village of Roseville known as Metropolitan Affairs Committee. 2. The Metropolitan Affairs Committee of the Village of Roseville shall consist of twenty members to serve at the pleasure of the Council and shall meet at the time and place as designated by the members of the committee.
