Regular City Council Meeting <br />Monday, May 12, 2008 <br />Page 12 <br />work yet to be accomplished; and questioned commissioners on their thoughts on the <br />schedule and the adequacy of that timing for the public process for input and com- <br />ment. <br />Chair Bakeman noted that the consultants proposed bringing forward specific chapter <br />re-writes to various advisory commissions, which would serve as a useful vehicle for <br />public comment, in addition to facilitating the Planning Commission's Public hearing <br />process. Chair Bakeman noted the need for any zoning code changes to be made <br />within nine months of the Plan adoption, and alerted the City Council of the need for <br />2009 budget funds for any consultant fees required as part of those zoning amend- <br />ments, and for further study of design standards and implementation of the Compre- <br />hensive Plan. <br />Councilmember Pust requested that Mr. Trudgeon incorporate that need in his 2009 <br />budget request; and to alert the City's advisory commissions of the need to include <br />review of specific chapters of the Comprehensive Plan Update on their June and/or <br />July meeting agendas. <br />Commissioner Doherty addressed the proposed business district designations, their <br />conceptual intent and working out specific details and related impacts of those three <br />proposed separate business districts. <br />Further discussion included the schedule for chapter review by the advisory commis- <br />sions at their June and July of 2008 meetings, with the formal Public Hearing sched- <br />uled at the September 2008 Planning Commission; the aggressiveness of the proposed <br />schedule for submission to the Metropolitan Council; and designation of the Compre- <br />hensive Plan as a "guide," not a "recipe book" for the City in the future. <br />Additional discussion included the reduction of the size and content of the Compre- <br />hensive Plan Update compared to the current Plan to make it more user-friendly and <br />streamlined for public and staff use; and the upcoming 2nd Open House for additional <br />chapter review and public comment. <br />Chair Bakeman questioned if the City Council wished the Commission to pursue is- <br />sues related to the number and location of liquor licenses and/or pawn shops, given <br />recent discussions; and their relative location to more densely populated residential <br />areas or to higher density business areas, or other parameters. <br />Councilmember Roe noted that there were two sides to consider in such a discussion, <br />that of land use and that of licensing. <br />Chair Bakeman sought specific feedback from the City Council on the Commission's <br />deliberations and their recommendations to the City Council. <br />
