Carol Kough, widow of former Councilmember Tom Kough <br />Ms. Kough followed up on her private conversations to individual Councilmem- <br />bers regarding their appointment of an interim successor to complete Council- <br />member Kough's term; and asked that the City Council consider his perspectives <br />on various issues as they contemplated the appointment. Ms. Kough reiterated <br />her previous comments to consider appointment of someone with wide public <br />support whose intent was to be fair to citizens. Ms. Kough expressed concern if <br />the Council was going to potentially eliminate candidates who intended to apply <br />for the vacant seat in the upcoming municipal election. Ms. Kough endorsed <br />Karen Schaffer to fill the interim vacancy to respect Tom's legacy. <br />c. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn suggested that the City Council discuss reprioritization of spend- <br />ing, rather than considering new spending in light of the State levy caps; and fur- <br />ther suggested that the City Council review their 2009 Budget schedule to allow <br />for more public input on that budget. <br />4. Council Communications, Reports & Announcements & HRA Report <br />Mayor Klausing announced the availability of applications for Green Community <br />Awards, showcasing the best of Roseville and Shoreview properties using green initia- <br />tives; noting that additional information and applications were available from Communi- <br />cations Specialist Tim Pratt at the Roseville City Hall (651) 792-7027 or on the City's <br />website. <br />Councilmember Roe reminded citizens of the City's Comprehensive Plan Update, cur- <br />rently in progress; the purpose of the document as a guiding document for many land use <br />decisions coming in the next 20-30 years; and the ongoing work of the Steering Commit- <br />tee. Councilmember Roe invited the public to attend any of those meetings, with public <br />comment received at the start of each meeting, and the next meetings scheduled at 6:00 <br />p.m. on June 12 and June 26, 2008 in the Paper Birch Room of the Public Works Mainte- <br />nance Building; and encouraged citizens to remain to observe discussions at those meet- <br />ings; or to contact staff, Councilmembers, or Steering Committee members with their <br />comments; with additional information also available on the City's website. <br />5. Recognitions, Donations, Communications <br />a. Recognition of Jay Tschida <br />Mayor Klausing recognized Public Works employee, Jay Tschida, a member of <br />the National Guard, scheduled to leave for a tour of active duty in Iraq. On behalf <br />of the community, staff, and the City Council, Mayor Klausing wished Jay well, <br />and safe return. <br />Public Works Director Duane Schwartz echoed Mayor Klausing's wishes; and <br />briefly reviewed Jay's service to the City, his level of confidence, leadership <br />
