Regular City Council Meeting
Monday, July 14, 2008
Page 15
While recognizing ongoing problems with the current system, general consensus
appeared to be to continue it pending further discussion and considerations as dis-
cussed.
d. Consider the Purchase of two Radar Speed Boards
Roseville Police Chief Carol Sletner provided information as detailed in the staff
report dated July 14, 2008, for purchase of two "Stalker" radar speed boards at a
total cost of $9,904.50 ($4,952.25/speed board), and as outlined in the Imagine
Roseville 2025 goals.
Discussion included source for funding as directed by the City Council to staff
from the Imagine Roseville 2025's $85,000 contingency for Budget year 2008;
potential competing uses for the funds; reduction of the proposed 4 or 5 down to 2
boards; and Public Works Director Schwartz's review of engineering studies
showing that movable boards are more effective than stationary speed controls,
avoiding driver complacency.
Pust moved, Roe seconded, approval of the purchase of two "Stalker" radar speed
boards at a total cost of $9,904.50 ($4,952.25/speed board), and as outlined in the
Imagine Roseville 2025 goa12008 budget contingencies.
Councilmembers Pust and Roe spoke in support of the motion.
Discussion continued with impacts from use as experienced by Chief Sletner; on-
going requests from citizens for their use; educational aspects of the boards; prior-
ity for traffic enforcement within the Police Department, as well as a goal of the
Imagine Roseville 2025 community visioning process; potential location of the
boards; and vandalism to the radar trailer and repair process.
Roll Call
Ayes: Roe; Pust; Willmus; and Klausing.
Nays: Ihlan.
e. Staff Report on Citizen and City Council Budget Suggestions
Finance Director Chris Miller provided staff responses to the previous citizen
comment on 2009 Budget requests.
Mayor Klausing expressed appreciation of this exercise in the budget process and
validity of the information and comments.
Councilmember Roe requested that one portion of the "Welcome to Roseville"
signage not be lost, that of considering smaller steel "Welcome" road signs to
provide a less expensive option from the larger monument signs.
