Station Location, Apparatus, and Staffing Analysis
Roseville, MN
ANALYSIS OF STATIONS, APPARATUS, AND STAFFING
In January 2008, the City of Roseville requested a proposal for professional services to
assist with an analysis and recommendations for the number and location of the city's fire
stations as well as recommendations for the appropriate level of on-duty staffing to meet service
demands. TriData, a division of System Planning Corporation, located in Arlington, Virginia was
selected to conduct this study. Central to the study was an analysis to determine how the city's
fire and emergency medical services should be deployed to best accommodate service demands.
The City of Roseville was established in 1948, as a strategically located first-ring suburb,
between the cities of Minneapolis and Saint Paul. Roseville's population and commercial
development grew dramatically during the 1950s and 1960s. The city turned its focus from
planning to redevelopment and preservation. Today, Roseville is home for a permanent
population of 35,000 within the 13.8 square mile city limits. Roseville also contains more than
5,500 businesses that employ 35,000 people. With the visitors to area shopping centers, the
daytime populations can approach 100,000.
Roseville has two major freeways within the city limits. Highway 36 runs east-west
through the center of the city. Interstate 35W runs north-south on the west side of the city. Both
are major traffic arteries for the twin-cities metropolitan area.
Roseville has five lakes in the city (Bennet, Josephine, Langton, McCarrons and
Owasso), including two that have public water accesses. Two of the lakes, Josephine and
McCarrons, are among the busiest public beaches in Ramsey County. There are also 12 other
sizeable bodies of water in the city. All of these are included in the fire department's public
safety response to water emergencies.
There are two active railroad lines in the city; one running east-west through the city and
the other north-south on the west side of the city. Runway approaches for the Saint Paul
Regional Airport and the Minneapolis-Saint Paul International Airport are over the City of
Roseville.
The west side of town hosts two major petroleum bulk-storage facilities. Forty-seven
tanks situated on two farms contain 2.4 million barrels of gasoline, fuel oil, ethanol, and jet fuel.
Additionally, more than 300 fuel tanker trucks are loaded and driven through the streets of
Roseville daily. Past events have included major fires at the loading racks at the tank farm and
fires/hazmat spills that resulted from motor vehicle accidents on the roadway involving tanker
trucks. The west end of the city is also host to many businesses that perform a variety of highly
System Planning Corporation
TriData Division
May 2008
