Regular City Council Meeting <br />Monday, July 21, 2008 <br />Page 10 <br />Captain Mathwig clarified that some officers will be on their normal shift pay rate <br />if scheduled to work, while others may be on overtime rates, depending on the <br />combination of officers available for shifts at the RNC or at the City of Roseville; <br />but noted that the City would be reimbursed at the overtime rate for all personnel <br />hours, which could provide a cost benefit to the City. <br />Councilmember Willmus expressed concern with liability coverage and whether <br />the City needed to seek excess liability coverage from the League of Minnesota <br />Cities Insurance Trust (LMCIT) during this period. <br />City Manager Malinen advised that analysis provided historical evidence that no <br />previous conventions had exceeded that liability coverage currently provided. <br />St. Paul Assistant Chief Matt Bostrum reviewed historical financial information <br />from the conventions held in New York City and Boston, the first conventions <br />immediately following 9-11-2001, advising that combined litigation and damage <br />payouts had not been $600,000; and opined that the $10 million was a safe cover- <br />age amount. Assistant Chief Bostrum further noted that the City of St. Paul was <br />looking to pay salaries first, and was not planning to purchase a substantial <br />amount of equipment, but rather to provide training, existing equipment and sup- <br />plies. Assistant Chief Bostrum noted that the RNC budget was the same as the <br />Democratic National Convention scheduled for Denver. Assistant Chief Bostrum <br />advised that, the concept from a congressional appropriate, was that the RNC was <br />a national event, and should not be borne by local taxpayers, and it behooved and <br />challenged the City of St. Paul to manage that budget and service needs accord- <br />ingly, by leaning heavily on metropolitan area sworn officers, projected at 500, to <br />supplement the City of St. Paul's 120 sworn officers. Assistant Chief Bostrum <br />noted that this was a lot of work for 4-5 days, but the JPA allowed the City of St. <br />Paul to manage the $50 million budget cap by sharing it across the country versus <br />individual cities. Assistant Chief Bostrum advised that the purpose of the Rapid <br />Response Team availability and insurance liability coverage being covered was to <br />avoid splitting hairs under various mutual aid agreements, and allow for seamless <br />support of each other and to avoid any coverage gaps during the RNC and related <br />events and activities. <br />Councilmember Ihlan reiterated risks to the City of Roseville in participating in <br />the JPA if the security subsidy should run out before the City was reimbursed; the <br />City's responsibility to cover the deductible for liability insurance, potentially <br />serving as another mark on the City's record and raising coverage rates; City re- <br />sponsibly to cover any workers compensation injuries that may arise; and noted <br />these impacts to the City of Roseville. <br />Klausing moved, Pust seconded, approval of the Joint Powers Agreement regard- <br />ing Public Safety Related to the 2008 Republican National Convention (RNC), as <br />detailed in the Staff Report dated July 21, 2008, Attachment "A;" and authorizing <br />
