Regular City Council Meeting <br />Monday, July 21, 2008 <br />Page 11 <br />the Mayor, City Manager, Chief of Police and City Attorney to execute the docu- <br />ment. <br />Mayor Klausing spoke in support of the motion, recognizing Councilmember Ih- <br />lan's concerns. Mayor Klausing noted that the RNC was coming, and would im- <br />pact the City of Roseville. Mayor Klausing opined that the JPA provided some <br />reimbursement to the City to indemnify some of the inequities created by the <br />event on the City's resources and services; and further opined that the City would <br />still have exposure and risk for mutual aid situations, without a means for reim- <br />bursement and bearing the full financial impact. Mayor Klausing opined that <br />there were not many options available in not signing the JPA, and that those op- <br />tions may put the City in a worse position. <br />Councilmember Roe spoke in support of the motion for those items mentioned by <br />Mayor Klausing. Councilmember Roe clarified in Section 3.2 of the agreement <br />(page 5) that reimbursable costs or expenses shall be distributed in ratio to each <br />provider's contributions. Councilmember Roe noted that the City's Police Offi- <br />cers were put in dangerous situations daily, whether there was a JPA in place or <br />not, and that the City assumed a risk by having sworn officers on the street at any <br />time. <br />Councilmember Pust expressed appreciation to the City of St. Paul for making <br />this effort to reach out and plan ahead of time; however, expressed curiosity that <br />bad things were expected to happen. Councilmember Pust, while also concerned <br />with some of the issues raised by Councilmember Ihlan, opined that the City of <br />Roseville's officers would show up at the RNC to assist whether paid or not; and <br />expressed the preference to pay them. Councilmember Pust further noted that <br />there was some benefit to the City of Roseville, in that all of the City's hotels <br />were filled to capacity during the RNC timeframe. <br />Councilmember Ihlan spoke in opposition to the motion; opining that by approv- <br />ing the non-negotiable JPA, the City of Roseville was authorizing their officers to <br />work for the City of St. Paul for four days rather than first taking into account the <br />interests of its own citizens and taxpayers. Councilmember Ihlan further noted <br />the potential unfair service risks involved, also being placed on Roseville citizens, <br />including insurance liability, workers compensation in the event of an injury, <br />overtime pay to officers that would be unnecessary if only staffing the City of <br />Roseville, and potential inadequate coverage in Roseville during the RNC. Coun- <br />cilmember Ihlan discouraged participation in the JPA. <br />Roll Call <br />Ayes: Roe; Pust; Willmus; and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />
