Regular City Council Meeting <br />Monday, July 21, 2008 <br />Page 9 <br />officers on shift or duty at any given time; and further noted that Investigative and <br />Management staff would also be available in uniform and have a street presence <br />during this time. <br />St. Paul Assistant Chief Matt Bostrum advised that the second document refer- <br />enced by Councilmember Ihlan had been included in the draft JPA; however, the <br />City of St. Paul's Finance Department had removed it to make a minor correction, <br />but that it would be included prior to finalization of the JPA on ~ ~^~oAB July <br />30, 2008; and would incorporate the not-to-exceed amount referenced in Section <br />5.1; and once the Roseville Police Department determined which officers would <br />serve. on which shifts, allowing the City of St. Paul to structure their budget ac- <br />cordingly, and identify the aggregate number of officers available. <br />Councilmember Pust sought clarification on the reimbursement to the City of <br />Roseville. <br />Captain Mathwig clarified that the City of Roseville would submit billings for of- <br />ficers and equipment to the City of St. Paul's Finance Department by November <br />15, 2008, who would in turn reimburse the City of Roseville's General Fund. <br />Captain Mathwig advised that the City of Roseville's officers would be paid from <br />the City's payroll as normal, based on the number of hours worked within that <br />particular pay period. <br />Captain Mathwig confirmed, at the request of Councilmember Willmus, that the <br />Police Department, in their 2008 Budget requests, had anticipated additional over- <br />time requirements during the RNC due to the City's proximity to both St. Paul <br />and Minneapolis; and that those funds had been approved by the City Council <br />upon approval of the 2008 budget. <br />Mayor Klausing acknowledged that additional staffing requirements had been ap- <br />proved in December of 2007 as part of the 2008 budget approval; and was a sepa- <br />rate issue from the request currently under consideration for participation in the <br />JPA. <br />Councilmember Ihlan opined that participation in the JPA would cause financial <br />impact to the City's taxpayers and may not be reimbursed, based on Section 3.2 of <br />the agreement (page 5), should there be insufficient funds available in the allotted <br />security subsidy. <br />Councilmember Roe opined that, if the City didn't participate in the JPA, any <br />calls for mutual aid by the City of Roseville would be solely the expense of the <br />City, not reimbursable from RNC funds. Councilmember Roe further opined that <br />the Police Department had anticipated costs for the RNC in their 2008 budget, and <br />that those overtime costs had been approved by the City Council previously. <br />
