Ms. Radel and Mr. <br />Trudgeon reviewed potential funding tools at the City's disposal, including exist- <br />ing tax increment balances, which would eventually be reimbursed by develop- <br />ment properties, or through special assessments. <br />Discussion included portions of Twin Lakes Parkway proposed to be constructed <br />and the most efficient development and configuration as development continued; <br />roundabout construction; intent for focus to serve developments with immediate <br />interest or confirmed projects; confirmation that funds didn't need to be allocated <br />for the City's portion of the project at this time, but would require a future policy <br />decision; use of special assessments as an option for funding to benefiting proper- <br />ties; and the significant portion of costs that were for right-of--way acquisition, <br />specifically along sections of Twin Lakes Parkway flagged for future develop- <br />ment. <br />Additional discussion included how this grant application may impact future grant <br />applications and ranking of the City for those funds; with staff advising that each <br />projects competed with each other for round of grant funds, rather than competing <br />based on other grants received. <br />Mr. Trudgeon advised that the original allocation study did not anticipate any <br />grant funding being available, but if these grant funds were awarded to the pro- <br />ject, it would provide a more viable and attractive entry for future development <br />into the area, and provide the secondary emergency access for the hotel planned <br />by Cent Ventures. <br />Roe moved, Willmus seconded, adoption of Resolution No.10643 entitled, "Reso- <br />lution of Applicant;" authorizing the submission of a grant application to DEED's <br />Redevelopment Grant Program for the acquisition ofright-of--way, construction of <br />a segment of Twin Lakes Parkway, Mount Ridge Road and associated utilities, <br />and improvements to the intersection of Cleveland Avenue and Twin Lakes <br />Parkway. <br />Roll Call <br />Ayes: Roe; Pust; Willmus; Ihlan and Klausing. <br />Nays: None. <br />b. Law Enforcement Republican National Convention (RNC) Joint Powers <br />Agreement (JPA) <br />Roseville Police Captain Mathwig advised that the City of St. Paul, in hosting the <br />2008 Republican National Convention (RNC) September 1 - 4, 2008, was re- <br />questing staffing resources from the City of Roseville, among other municipal and <br />county law enforcement agencies. <br />Captain Mathwig introduced City of St. Paul Assistant Chief Matt Bostrum, rep- <br />resenting the City of St. Paul in this request for the City's participation in a joint <br />
