Regular City Council Meeting <br />Monday, July 21, 2008 <br />Page 8 <br />Powers Agreement (JPA) to provide a portion of those services. Captain Math- <br />wig advised that the City of Roseville was proposing to make 20 officers avail- <br />able each day of the RNC, 10 per 12-hour shift, with their main responsibility for <br />security in the Xcel Center and along transit routes to the venue by delegates and <br />others staying throughout the metropolitan area. <br />Captain Mathwig advised that the Minnesota State Fair, always requiring addi- <br />tional staffing for the City of Roseville's Police force, would have its final day on <br />September 1, 2008. <br />Captain Mathwig detailed highlights of the staff report, including portions of the <br />JPA of interest to the City Council and public. Captain Mathwig noted that those <br />law enforcement agencies signing the JPA will have access to Rapid Response <br />Teams established for the sole and exclusive purpose of providing assistance in <br />"extraordinary circumstances," significantly exceeding usual and customary du- <br />ties of municipal departments, and under the command of Chief Sletner, and with <br />the allotted RNC $50 million fund responsible for those expenses, rather than the <br />City through independent mutual aid agreements with other communities. Cap- <br />tain Mathwig noted that the City of Roseville, and the Minnesota State Fair, were <br />considered potential anarchist targets due to the number of people gathering. <br />Captain Mathwig emphasized several times during the discussion that the primary <br />responsibility of the Police Department would be the safety, security and well- <br />being of the City of Roseville. Captain Mathwig recommended participation by <br />the City in this JPA for the benefit of the City, and the experiences the event will <br />provide sworn officers in preparedness training for large scale events. <br />Discussion included insurance liability; staffing resources; and review of the JPA <br />by the League of Minnesota Cities and the City Attorney. The City Attorney's <br />opinion, dated July 16, 2008, was provided as an attachment to the staff report. <br />Councilmember Ihlan questioned several different documents that were refer- <br />enced in the JPA, but were not attached; the identification by the provider of a list <br />of licensed peace officers (page 2, Section 1.1, "Attachment A"); and security <br />subsidy reimbursable costs and expenses, as memorialized in a separate writing <br />attached to the JPA as an addendum (page 7, Section 5.1). <br />Captain Mathwig provided a sample payroll sheet that would be completed and <br />submitted to the City of St. Paul's Finance Department, with the officer's name, <br />pay rate, and applicable benefits, as duty assignments were finalized. Captain <br />Mathwig noted that the City of Roseville would be adequately covered at all <br />times, that all leave and time off requests had been cancelled immediately before <br />and during the State Fair and RNC, and that officers would be assigned as needed, <br />allowing for flexibility and unforeseen events.
