Regular City Council Meeting
Monday, August 11, 2008
Page 9
Chief Gasaway advised that such an invitation from the City of St. Paul Fire Depart-
ment had been received by various departments, who had in turn declined the oppor-
tunity; clarifying that it was not the intent of area Fire Departments to have their fire-
fighters serve in the capacity of law enforcement. -Chief Gasaway noted that the letter
had since been rescinded by the City of St. Paul, with an apology for the letter and its
intent.
Pust moved, Klausing seconded, approval of a Joint Powers and Mutual Aid Agree-
ment between the City of Roseville and the City of St. Paul for the use of Fire De-
partment personnel and equipment for assistance during and related to the 2008 Re-
publican National Convention (RNC), as detailed in the staff report dated August 11,
2008, Attachments "A" and "B;" and authorizing the Mayor, City Manager, Fire
Chief and City Attorney to execute the document.
Councilmember Ihlan noted that she'd voted against the Police Department Joint
Powers Agreement related to the RNC, based on her concerns that she didn't want the
City of Roseville's taxpayer monies to be used to subsidize the City of St. Paul's need
for additional traffic and/or crowd control for the RNC. Councilmember Ihlan opined
that she would support this agreement, and would hold the Fire Chief accountable that
the City of Roseville's firefighters would not be directing traffic, and that the City
would not be short staffed unless an emergency developed in St. Paul.
Roll Call
Ayes: Ihlan; Pust; Roe; Willmus; and Klausing.
Nays: None.
9. General Ordinances for Adoption
10. Presentations
11. Public Hearings
12. Business Items (Action Items)
a. Consider Appointments to the Ethics, Human Rights and Public Works, En-
vironment and Transportation Commissions
Councilmember Ihlan requested that previous Council discussion and ranking of
individual members, be submitted as part of the record. Councilmember Ihlan
noted that she had not submitted any ranking.
Councilmembers Pust, Roe and Willmus, along with Mayor Klausing, advised
that they had not submitted individual rankings, in accordance with previous
Council discussion and majority determination not to do so.
