Regular City Council Meeting <br />Monday, March 17, 2008 <br />Page 11 <br />Mr. Jacobson noted that the recommendations were divided into three cate ories: <br />g <br />1) improve, enhance and develop facilities for cost effectiveness; 2) increase vol- <br />unteer involvement; and 3) expand facility use. Mr. Jacobson expanded on each <br />of those recommendations as detailed in the report. <br />Marcy McNeal <br />Ms. McNeal, as a young resident of Roseville, expressed her desire to speak for <br />all kids in Roseville, and opined that she was not the only one who wanted HANC <br />to succeed, but that desire was shared by teachers and other students like her. <br />Marcy said she "loved to bike and go there." <br />Mayor Klausing thanked Marcy for her comments, and when Marcy identified <br />that she was a student at Brimhall School, suggested that she get extra credit for <br />her public speaking at tonight's meeting. <br />Mayor Klausing thanked the committee for a great report; and asked if staff had <br />specific action items for the City Council to implement any of the proposed rec- <br />ommendations, noting the committee's concerns that expanded use of the facility <br />or increased rentals didn't detract from the original intent of HANC. <br />Ms. Anfang advised that staff saw the study recommendations as a tool similar to <br />• that of the OVAL Task Force Study; for staff to evaluate recommendations and <br />work with FORHANC and the Nature Center Advisory Committee to develop a <br />plan and next steps to build on the report and make suggested improvements at <br />HANC. <br />Councilmember Roe questioned if staff anticipated future requests to the City <br />Council seeking bids on a Master Plan development project; and whether HANC <br />was too specialized an area that it wouldn't need to be included with an overall <br />Parks Master Plan. <br />Ms. Anfang responded affirmatively, noting that a Master Plan would deal with <br />the facility and grounds; programming and trend opportunities as well as provid- <br />ing anopportunity for community comment and reflection; and could be tied to an <br />overall Parks Master Plan. <br />Councilmember Pust asked both Ms. Anfang, and Parks and Recreation Director <br />Lonnie Brokke, to "think outside the Parks and Recreation box," as well as charg- <br />ing the Housing and Redevelopment Authority (HRA) as well, to consider more <br />discussion on the "green-centric" portion of the recommendations, and possibly <br />making HANC a green center. Councilmember Pust also encouraged Community <br />Development Director Patrick Trudgeon to work with HANC and the HRA so ef- <br />forts were not duplicated, but contiguous. <br />• <br />
