Ms. Kough read Tom's previous letter to the City Council dated February <br />11, 2008; and the two options supported by Councilmember Kough in naming a <br />successor to his position. Ms. Kough noted that Tom supported a successor with <br />broad public support, who would complete the projects he'd initiated. <br />Mayor Klausing expressed the wishes of each City Councilmembers, citizens and <br />staff, and their desire that Tom was at tonight's meeting as well; and assured <br />Councilmember Kough that he kept the February 11~' letter handy; and appreci- <br />ated his comments on a successor who would have broad public support. Mayor <br />Klausing noted that it was the objective of the Council corporately and individu- <br />ally that Tom's legacy was well-served; and extended greetings to Councilmem- <br />ber Kough. <br />Ms. Kough asked that all keep Tom in their thoughts and prayers. <br />13. Business Items -Action <br />a. Discussion Regarding Design Work for Twin Lakes Infrastructure Im- <br />provements <br />Community Development Director Patrick Trudgeon advised that there were five <br />different potential development projects pending in the Twin Lakes Redevelop- <br />ment area, presenting a variety of problems or opportunities. Mr. Trudgeon ad- <br />vised that staff was not seeking construction authorization for infrastructure im- <br />provements, but authorization to initiate design work in order to collectively blend <br />those projects together, with staff seeking for the City to serve a bridge to provide <br />design continuity and efficiency. Mr. Trudgeon advised that this was a necessary <br />step before anything could be constructed, and would serve as a cue to the devel- <br />opment community that a process is moving forward and to announce that Twin <br />Lakes is opening for business. <br />Mr. Trudgeon advised that staff estimated the cost of the infrastructure design <br />work to be approximately $400,000, with several available funding sources, <br />namely the Centre Pointe Tax Increment Financing (TIF) District and the older <br />Twin Lakes TIF District (No. 11), with the City's initial expenditures eventually <br />recaptured from developers as allocated in the recently-adopted Infrastructure Im- <br />provements for the Twin Lakes AUAR Area. <br />Discussion included property acquisition necessary or currently owned for right- <br />of-way improvements; future discussions on infrastructure construction options as <br />each project develops; advantages/disadvantages of full build out of Twin Lakes <br />Parkway or only the portion necessary to accommodate immediate projects; im- <br />pacts for consistency and drainage connections to be determined; and grading and <br />storm water infrastructure in place at the inception of the redevelopment to ac- <br />• commodate future projects. <br />
