Regular City Council Meeting <br />Monday, March 17, 2008 <br />Page 18 <br />Councilmember Ihlan expressed concern that only the necessary portion of Twin <br />Lakes Parkway be constructed at this time, rather than a full build-out. <br />Councilmember Pust noted that this configuration of Twin Lakes Parkway was in <br />the current Comprehensive Plan, as well as the update in process, and is not an- <br />ticipated for removal. Councilmember Pust opined that the design work should <br />not stop in the middle unless the Parkway was to be removed from the Compre- <br />hensive Plan Update, currently being prepared for submission to the Metropolitan <br />Council within months. Councilmember Pust noted the need to have a design in <br />place for the development to proceed. <br />City Attorney Anderson read a portion of the Twin Lakes Master Plan narrative of <br />the Comprehensive Plan providing that well-planned roads for the business park <br />with internal Parkway access, county minor arterials and interstate access, <br />whether the project area developed at one time or in phases. <br />Councilmember Ihlan noted the previous difficulties in acquiring property to fa- <br />cilitate portions of the right-of--way. <br />Pust moved, Roe seconded, authorizing staff to solicit a Request for Proposals <br />(RFP) to perform design work for the municipal infrastructure improvements <br />within the Twin Lakes redevelopment area for the noted road segments and as <br />listed in comp plan and Twin Lakes Master Plan. <br />^ Twin Lakes Parkway from Cleveland Avenue to Fairview Avenue <br />^ Mount Ridge Road from County Road C-2 to Twin Lakes Parkway <br />^ Prior Street from Twin Lakes Parkway to County Road C <br />Municipal utilities (sewer, water and stormwater) within the right-of--way <br />of Twin Lakes Parkway, Mount Ridge Road, and Prior Street <br />Cleveland Avenue / I-35W ramp and intersection improvements <br />Cleveland Avenue /County Road C intersection <br />Councilmember Roe noted the rationale for the Twin Lakes Parkway to accom- <br />modate traffic from the east, and existing traffic on County Roads C and D on <br />Fairview to work more efficiently and get traffic onto I-35W. <br />Councilmember Ihlan supported designing only those segments of Twin Lakes <br />Parkway and Mount Ridge Road as required for the pending McGough and hotel <br />projects. <br />Public Comment <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee spoke, as a member of the former Stakeholder's Panel, as well as <br />personally, noting her conversations with McGough Development and their ac- <br />knowledgement that the Parkway does not need to go all the way through.
