1 Mr. Paschke noted that it was the intent of the Design Plans as overarching themes, <br />2 not to require full compliance, but to guide overall development principles and goals. <br />3 Discussion continued on comments from the neighborhood meeting, with Mr. Fabel <br />4 advising that the conversations were encouraging, with some in attendance from <br />5 outside the adjacent neighborhood, and others living on the northeast corner of <br />6 Langton Lake, and providing for a great discussion. Mr. Fabel advised that they <br />7 expressed their expectations and comments, with no specific concerns repeated, but <br />8 appeared to be more as a learning opportunity about the project, with their apparent <br />9 general support of the project. <br />10 Commissioner Wozniak noted the numerous trash containers on surrounding <br />1 1 industrial properties and their detraction from the development site; and suggested <br />12 that staff take a closer look at enforcing codes in the redevelopment area to enhance <br />13 the office park. <br />14 Mr. Baker offered his support of such enforcement, on behalf of the developer, <br />1 S Public Comment <br />16 Dean Maschka, 1695 Millwood Avenue <br />17 Mr. Maschka opined that it was a historical fact that when such an improvement was <br />18 made, other properties followed suit. Mr. Maschka spoke highly of this local firm and <br />19 their other quality projects to-date, and encouraged the Commission to support and <br />20 approve this project. <br />21 Lillian Chiarella, 1708 Millwood Avenue (86 years old -with Dean Maschka) <br />22 Ms. Chiarella noted her observations over the years regarding the Twin Lakes <br />23 Redevelopment Area, and the many ideas, some expressed vociferously. Ms. <br />24 Chiarella opined that Roseville needed good jobs, and a project of this proposed <br />25 quality would attract more businesses of the same caliber. Ms. Chiarella further <br />26 opined that McGough was a "class outfit," with an impeccable reputation, and were a <br />27 credit to the construction business; and encouraged the Commission to support this <br />28 project. <br />29 Carole Erickson, 2925 Mildred Drive <br />30 Ms. Erickson noted that she was among the original neighbor coalition to advocate the <br />31 preservation of Langton Lake; and expressed her great enthusiasm to see that <br />32 someone was going to pursue that preservation. Ms. Erickson thanked McGough for <br />33 their willingness to "bite the bullet" to facilitate this preservation. Ms. Erickson also <br />34 expressed concern with existing trash containers in the area, and them not being <br />35 enclosed; wondered if this development would encourage the construction of the Twin <br />36 Lakes Parkway, not just for the site, but to enhance the surrounding properties, <br />37 including those adjacent residential properties. Ms. Erickson encouraged developers <br />38 to provide for adequate holding ponds for drainage, so there was no further <br />39 ~ contamination of Langton Lake; and asked that the area be cleaned up to the highest <br />40 standard possible. Ms. Erickson offered her personal support for the project, opining <br />41 that while it may not be perfect, she was thrilled that someone was willing to initiate <br />42 development, and agreed with previous speakers that this project would encourage <br />43 additional development. <br />44 Chair Bakeman noted that the Parks and Recreation Commission was scheduled to <br />45 review park dedication and pedestrian connectivity issues at their upcoming meeting. <br />46 Chair Bakeman closed the Public Hearing. <br />47 MOTION <br />48 Member Bakeman moved, seconded by Member Doherty to CONTINUE THE <br />49 PUBLIC HEARING for CASE PF08-001, Request by McGough Construction, in <br />50 cooperation with property owner PIK Terminal, Inc., for a REZONING AND <br />51 GENERAL CONCEPT PLANNED UNIT DEVELOPMENT at 2680 Prior Avenue (PIK <br />
