Regular City Council Meeting <br />Monday, October 13, 2008 <br />Page 22 <br />the building; and impervious surface calculations not a requirement of this re- <br />quest. <br />Applicant representatives Alex Hall, United Properties and Kevin Tepin, <br />MFRA (Civil Engineering and Landscaping Architect) <br />Mr. Hall advised that the building height at its tallest point was 58 feet; provided a <br />review of site specifics for the proposed Langton Assisted Living facility adjacent <br />to the proposed senior co-op; addressed specific location of the facility and its re- <br />lationship to surrounding wetlands; and provided photos of the four existing sin- <br />gle-family homes and their conditions of disrepair. <br />Mr. Hall addressed site contamination issues due to above-ground fuel oil storage <br />tanks at three of the four homes and requirements for asbestos and lead paint re- <br />moval during demolition of the existing homes based on environmental studies <br />done on site; provided demographic data on area senior populations; and interest <br />for this type of housing alternative for focus groups within current co-op resi- <br />dents. Architectural renderings of the proposed elevations were provided, along <br />with the proposed mix of independent (congregate), assisted living and memory <br />care units. <br />Mr. Tepin provided landscaping features including continued landscaping from <br />the adjacent co-op building; integrating permeable pavers on the parking lot to in- <br />filtrate and clean site runoff on the south side of the building into a stormwater re- <br />tention pond and then to the wetland; incorporation of previous comments of the <br />Planning Commission and City Council into the PUD proposal, including trail <br />connections on the south side of the building, additional pedestrian walkways on <br />the east side of the building; softening of the landscape with a fountain along <br />Cleveland Avenue; and the applicant's willingness to continue working with staff <br />to understand and best represent pedestrian friendly pathways. <br />Discussion among Councilmembers and the applicant included elevation images <br />and grades related to the park represented as a walkout condition from the assisted <br />living portion to the wetland area, and contemplation of siting the dining room in <br />that area with windows looking out into the patio area to open the building visu- <br />ally; fencing with a partial trellis at the patio deck and outdoor enclosed garden <br />area as an outdoor area experience for memory care units. <br />Nobodv a eared for public comment on this issue. <br />Roe moved, Willmus seconded, enactment of Ordinance No. 1378 (Attachment G <br />in the packet) entitled, "An Ordinance Amending Title 10 of Roseville City Code, <br />Changing the Official Zoning Map Designation of the Certain Real Property at <br />2990 and 2996 Cleveland Avenue from Single-Family Residence District (R-1) to <br />Planned Unit Development (PUD) District, with an Underlying Zoning of Mixed <br />
