Regular City Council Meeting <br />Monday, September 22, 2008 <br />Page 16 <br />Councilmember Pust opined that the City Council could take action and protect <br />the Association and their contractor's bid, while still allowing additional time for <br />the City Council to review the assessment issue. Councilmember Pust opined that <br />the City Council served the community better by taking action and protecting <br />them in the market place. <br />Further discussion ensued regarding interpretation of the hearing process and ac- <br />tions; separate action in establishing an HIA, and a second process in determining <br />and assessing a portion of the costs, consistent with State Statute and atwo-tier <br />process, as outlined by City Attorney Squires. <br />Klausing moved, Pust seconded, enactment of Ordinance No. 1377 entitled, "An <br />Ordinance Establishing a Housing Improvement Area (HIA) for the Westwood <br />Village I Townhouses, pursuant to Minnesota Statutes, Chapter 428A;" amended <br />as follows: <br />Page 1, Section 1, of the Now therefore revise wording as follows: <br />"Pursuant to Minnesota Statutes, Chapter 428A, there is hereby established in the <br />City of Roseville a housing improvement area over property commonly known as <br />Westwood Village I Townhouses. [For the] purpose of this Ordinance, [the] City <br />shall be the implementing Agency." <br />and <br />Page 2, Section 5, Housing Improvement Fee. Subd. A -Strike the entire section <br />identified as "a" and re-letter the remaining four (4) items: a, b, c, and d. <br />Councilmember Roe spoke in support of the ordinance as amended. <br />Councilmember Ihlan spoke in support of the ordinance as amended; however, <br />requested that the City Council hold a real discussion about the fairness of the <br />proposed cost allocation to the six smaller units; and for the record, opined the <br />need for additional due diligence in the future, through provision by staff of addi- <br />tional documents and information to perform that due diligence. <br />Roll Call <br />Ayes: Roe; Ihlan; Willmus; Pust; and Klausing. <br />Nays: None. <br />12. Housing and Redevelopment Authority (HRA) Board Appointment <br />Klausing moved, Pust seconded, adoption of Resolution No. 10659 entitled, <br />"Resolution Approving Mayor's Appointment of Josh Fuhrman to the Housing <br />and Redevelopment Authority in and for the City of Roseville;" to fill afive-year <br />term, commencing on September 24, 2008 and ending on September 23, 2013. <br />
