Regular City Council Meeting <br />Monday, October 27, 2008 <br />Page 14 <br />Ihlan moved, Roe seconded, adoption of a Resolution entitled, "Requesting Addi- <br />tional Time within Which to Complete Comprehensive Plan "Decennial" Review <br />Obligations." <br />Councilmember Pust sought information from Mr. Trudgeon and staff's perspec- <br />tive as to their projection if an extension was needed to complete submission by <br />year end. <br />Mr. Trudgeon opined that staff had indicated to adjoining municipalities the need <br />for their review completed by November 15, 2008; and advised that staff would <br />be contacting those outstanding reviews from communities within the next week <br />to allow staff a better determination of timing. Mr. Trudgeon further opined that <br />this was more of a procedural rather than substantive issue; and that the issues had <br />been vetted by the Committee, Planning Commission and City Council, negating <br />an extension for that specific purpose. <br />Councilmember Pust, for the public's benefit, clarified that adoption of the Com- <br />prehensive Plan required a 4/5 or 5/0 vote of the City Council; not whether or not <br />the City Council should have a 4/5 vote. Councilmember Pust noted that she was <br />hearing from Councilmember Ihlan that she didn't want Councilmember Willmus <br />to vote on the Comprehensive Plan; and opined that, if those were the only rea- <br />sons in seeking an extension, they didn't appear legitimate to her. Councilmem- <br />ber Pust opined that Councilmember Willmus was just as much a member of the <br />City Council as other members. <br />Councilmember Pust asked Mr. Trudgeon if he was seeking an extension, or if he <br />was confident comments would be forthcoming from adjacent communities as in- <br />dicated in an appropriate timeframe. <br />Mr. Trudgeon expressed confidence that comments would come back as needed; <br />and that his expectation was that no extension would be needed. Mr. Trudgeon <br />pointed out that this extension was only considered an "administrative extension," <br />and that even after December 31, 2008, staff could seek an extension in person at <br />the Metropolitan Council without an extraordinary penalties being imposed, and <br />would be the same as not completing the Plan by year-end; and opined that the <br />City Council should consider the context of any ramifications for not completing <br />the Plan by year end. <br />Mayor Klausing spoke in opposition to the motion, noting that language of the <br />proposed resolution in establishing rationale for the extension request indicates <br />that the City is unable to complete review by December 31, 2008; and opined that <br />he was confident that the work would be completed by year-end. <br />Councilmember Ihlan reiterated her concerns on the election and composition of <br />the City Council, opining that the Metropolitan Council representative concurred <br />
