Planning Commission Meeting <br />Minutes – Wednesday, February 06, 2008 <br />Page 6 <br /> <br />their other quality projects to-date, and encouraged the Commission to support and <br />approve this project. <br />Lillian Chiarella, 1708 Millwood Avenue (86 years old – with Dean Maschka) <br />Ms. Chiarella noted her observations over the years regarding the Twin Lakes <br />Redevelopment Area, and the many ideas, some expressed vociferously. Ms. <br />Chiarella opined that Roseville needed good jobs, and a project of this proposed <br />quality would attract more businesses of the same caliber. Ms. Chiarella further <br />opined that McGough was a “class outfit,” with an impeccable reputation, and were a <br />credit to the construction business; and encouraged the Commission to support this <br />project. <br />Carole Erickson, 2925 Mildred Drive <br />Ms. Erickson noted that she was among the original neighbor coalition to advocate the <br />preservation of Langton Lake; and expressed her great enthusiasm to see that <br />someone was going to pursue that preservation. Ms. Erickson thanked McGough for <br />their willingness to “bite the bullet” to facilitate this preservation. Ms. Erickson also <br />expressed concern with existing trash containers in the area, and them not being <br />enclosed; wondered if this development would encourage the construction of the Twin <br />Lakes Parkway, not just for the site, but to enhance the surrounding properties, <br />including those adjacent residential properties. Ms. Erickson encouraged developers <br />to provide for adequate holding ponds for drainage, so there was no further <br />contamination of Langton Lake; and asked that the area be cleaned up to the highest <br />standard possible. Ms. Erickson offered her personal support for the project, opining <br />that while it may not be perfect, she was thrilled that someone was willing to initiate <br />development, and agreed with previous speakers that this project would encourage <br />additional development. <br />Chair Bakeman noted that the Parks and Recreation Commission was scheduled to <br />review park dedication and pedestrian connectivity issues at their upcoming meeting. <br />Chair Bakeman closed the Public Hearing. <br />MOTION <br />Member Bakeman moved, seconded by Member Doherty to CONTINUE THE <br />PUBLIC HEARING for CASE PF08-001, Request by McGough Construction, in <br />cooperation with property owner PIK Terminal, Inc., for a REZONING AND <br />GENERAL CONCEPT PLANNED UNIT DEVELOPMENT at 2680 Prior Avenue (PIK <br />Terminal) for the purpose of redeveloping into professional office, laboratory, <br />and parking structures; to the March 5, 2008 Planning Commission meeting. <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />Additional discussion included whether new notices would be sent to the public for the <br />continued Public Hearing in March, with staff advising it was not their normal process, <br />but it was the consensus of the Commission that staff make every effort to get public <br />and/or published notice to local newspapers to alert the broadest possible audience. <br />Commissioner Doherty expressed his personal views on the project, including his <br />support for this proposal, and encouragement to proceed as quickly as possible; and <br />his preference to see a traffic plan for the entire development area, rather than only <br />piecemeal. <br />Commissioner Doherty opined that there should be a future substantive discussion to <br />consider a sliding scale for PUD’s, since the City would be expending significant <br />dollars in their review of this project. <br /> <br />
