Planning Commission Meeting <br />Minutes – Wednesday, April 02, 2008 <br />Page 2 <br />preparation of the presentation materials for the meeting. Chair Bakeman encouraged <br />those interested citizens to visit the City’s website, where all materials of the Steering <br />Committee to-date are posted; and reminded the public that they were welcome to attend <br />any advisory commission meetings, or the steering committee meetings, and encouraged <br />their input throughout the process. <br />Commissioner Doherty briefly alerted Commissioners to discussions at the Steering <br />Committee level for consideration of new land use categories (i.e., neighborhood <br />business; community business; regional business) refining existing categories (i.e., <br />Business, Limited Business, Shopping Center) based on the scale of business. <br />Commissioner Doherty opined that this would be a step in clarifying confusion in various <br />applications and existing land use categories. <br />Chair Bakeman noted that, upon review and acceptance by the Metropolitan Council, any <br />zoning code changes would come before the Planning Commission for Public Hearing on <br />those changes; and opined that it could be a busy time over the next several years as <br />those changes were processed. <br />Public Comment <br />Donna Como, Rosewood Village Condominiums, 1620 Highway 36, #113 <br />Ms. Como thanked staff for providing notice of tonight’s meeting and agenda topics. Ms. <br />Como advised that she had expressed concerns to Mr. Trudgeon several weeks ago <br />regarding the Har Mar Apartment Complex project; noting that Rosewood Village was <br />built in the early 1970’s, and the Association Board had agreed to compile an itemized list <br />of major expenses in recent years, as well as pending significant expenses (i.e., <br />elevators; water boiler maintenance issues) and noted that the majority of the units were <br />rentals, and they felt that they were “tucked in the middle of lots of activity and losing our <br />ground.” Ms. Como advised that, as proposed improvements and renovations to their <br />building were identified, they wished to be considered as a recipient of possible grant <br />monies, and wanted to be part of the improvements taking place. <br />Chair Bakeman recognized Ms. Como’s comments; noting that the Steering Committee <br />had already discussed the need for older apartment complexes and units to be included <br />in proposed redevelopment opportunities. Chair Bakeman assured Ms. Como, and fellow <br />Rosewood Village residents, that their concerns would be addressed as part of the <br />Housing portion of the Comprehensive Plan Update. <br />Ruth Batchelder, 2205 Haddington Road <br />Ms. Batchelder noted her lengthy hunt for housing in the metropolitan area; and pleasure <br />at having found something appropriate in Roseville, and her pleasure in being part of a <br />small and unique neighborhood. Ms. Batchelder asked that efforts be made to ensure <br />that those small neighborhoods continued. <br />Chair Bakeman advised that Ms. Batchelder’s comments would be provided to the <br />Steering Committee. <br />Chair Bakeman recognized Karen Schaffer in attendance at tonight’s meeting, noting that <br />she was also a member of the Comprehensive Plan Update Steering Committee. <br />b. PLANNING FILE 08-014 <br />Request by Red Dog Holdings, LLC (d/b/a Cash-n-Pawn) for approval of a <br />CONDITIONAL USE PERMIT to allow a pawn shop in an existing retail center at <br />2181 – 2195 Snelling Avenue. <br />Chair Bakeman opened the Public Hearing for Planning File 08-014. <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request, noting that the <br />subject tenant space was located between Kinko’s/FedEx and China Jen within the <br />Rosewood Shopping Center. Mr. Lloyd advised that the applicant has seventeen (17) <br />such stores located in the States of MN, MO, and IN, and will not be cashing checks that <br />would require separate licensing, nor will they be seeking licensure for selling guns or <br />pornographic materials. <br /> <br />
