Planning Commission Meeting <br />Minutes – Wednesday, August 06, 2008 <br />Discussion between staff and Planning Commissioners included City Council review of <br />the Economic Development and Implementation chapters since there was not an <br />applicable advisory commission to do so; encouragement of public comment on those <br />chapters; accessibility of and revision dates of draft chapters on the City’s website for <br />public review and comment; discussion and consensus-building planned at the August <br />14, 2008 Steering Committee meeting of the Economic Development, Implementation <br />and Master Plan issues; and minority opinions of the Steering Committee, if any, planned <br />for inclusion in staff reports to the Planning Commission and City Council to make each <br />body aware of discussion and rationale for any lack of consensus. <br />Chair Bakeman and Commissioner Doherty, both Planning Commission representatives <br />to the Steering Committee, concurred that there were many and varying opinions among <br />the Committee, some with resolution and some without. <br />Commissioner Doherty noted that it was easier to gain consensus on broad issues, and <br />less so on more specific points. <br />Chair Bakeman concurred, noting that the Master Plan discussion was a very specific <br />issue; and it was easier to talk about being “environmentally protective” for example than <br />identifying specific ways to achieve environmental protection goals. <br />Ms. Radel noted that areas for the most difficult consensus building were in definitions of <br />future land use categories; and that the Master Plan issue was a second difficult <br />decision-making process. <br />Further discussion included consistencies of future land use designations with existing <br />zoning and need for amendment of the Zoning Code; existing areas of code identified by <br />staff that are currently inconsistent with land use designations and/or uses; city-wide <br />rezoning review process to determine future land use versus current land use and other <br />areas of City Code (i.e., subdivisions, storm water, etc.) where inconsistencies percolate; <br />and tree preservation and replacement provisions and future implementation strategies. <br />Ms. Radel, along with Chair Bakeman and Commissioner Doherty, concurred that there <br />were unaware of any recommendations coming forward from the Comprehensive Plan <br />Steering Committee that are in conflict with the previous Single-family Lot Split Study <br />Group, and their consensus opinions. <br />The public was again encouraged to attend and/or provide comment at the upcoming <br />Steering Committee meeting scheduled for August 14, 2008 in the Public Works <br />Conference Room at 6:00 p.m.; with meeting agenda packets posted on the City’s <br />website when they became available. <br />Chair Bakeman closed the Public Hearing, with no one appearing to speak. <br />MOTION <br />Member Bakeman moved, seconded by Member Boerigter to CONTINUE Project <br />File 0004 to the September 2008 meeting. <br /> <br />Ayes: 7 <br />Nays: 0 <br />Motion carried. <br />b. PLANNING FILE 08-031 <br />Request for Approval of a CONDITIOANL USE PERMIT for Allen Lenz to allow the <br />sale of scooters/mopeds at 2575 Fairview Avenue <br />Chair Bakeman opened the Public Hearing for Planning File 08-031; and reviewed the <br />Public Hearing process. <br />Associate Planner Bryan Lloyd reviewed staff’s analysis of the request of Roseville <br />Properties and Allen Lenz (d/b/a Scooter Central) for sale of motorbikes, with up to seven <br />(7) proposed for display in the parking lot near the intersection of Fairview and Oakcrest <br />Avenues. Mr. Lloyd reviewed the broad definition of motorcycles and/or motorized- and <br />electric-assisted vehicles as addressed by Minnesota law and its regulation of where and <br />how they may be operated, depending on their specific speed and safety features. <br />Page 2 of 6 <br /> <br />
