Planning Commission Meeting <br />Minutes – Wednesday, October 01, 2008 <br /> <br />Page 4 <br />Commissioner Gottfried requested additional discussion on the project’s scope and <br />impact to the area, with current park and ride facilities at Rosedale, and whether the <br />facilities would complement each other. <br />Mr. Jones advised that the service at Rosedale was two-fold: a park and ride component <br />that is overflowing, and the bus hub for local to route bus transfers. Mr. Jones opined <br />that it was Metro Transit’s intent to continue the bus hub service, and hopefully the park <br />and ride as an additional site, if Rosedale management was amenable to continuing that <br />service past 2011 by extending the current contract. <br />Additional discussion included frequency of transit vehicles; inclusion of circulator, <br />commuter, or other transit options based on demand; capacity of 500 anticipated by <br />2030; and encouraging the applicant to consider van or car pooling for handicap uses. <br />Public Comment <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee asked that the applicant consider some type of deterrent for the glass <br />tower to avoid injury to migratory birds using that flight plan. Ms. McGehee spoke in <br />support of the proposed aesthetics of the plan. <br />Mr. Jones advised that they would look into that issue to see if something could be <br />recommended to address it; having not considered it before nor analyzed it from a design <br />standpoint. <br />Chair Bakeman closed the Public Hearing. <br />Further discussion included timing for funding of Mount Ridge Road, and was addressed <br />by Community Development Director Patrick Trudgeon, based on City Council <br />authorization. <br />MOTION <br />Member Doherty moved, seconded by Member Bakeman to RECOMMEND <br />APPROVAL of the REZONING of Lot 1, Block 1, Twin Lakes Addition from I-2, <br />General Industrial District, to PUD, Planned Unit Development, with an underlying <br />zoning of B-6, Mixed Use Business Park District; based on the comments and <br />findings as detailed in the project report dated October 1, 2008. <br />Ayes: 5 <br />Nays: 1 (Boerigter) <br />Motion carried. <br />MOTION <br />Member Doherty moved, seconded by Member Bakeman to RECOMMEND <br />APPROVAL of the GENERAL CONCEPT PUD as prepared for the October 1, 2008 <br />Planning Commission meeting by Metro Transit, subject to the conditions of <br />Section 7 of the project report dated October 1, 2008; with final approval by the <br />City Council to be considered after all conditions and required documents and <br />permits have been submitted for final approval, considered as a separate <br />application process. <br />Commissioner Boerigter, speaking in opposition to the motion, opined that this was not <br />an appropriate location for this type of use, or for this type of use in Twin Lakes; and that <br />a parking garage didn’t fit with the community’s vision for the Twin Lakes area. <br />Ayes: 5 <br />Nays: 1 (Boerigter) <br />Motion carried. <br />Chair Bakeman noted that this case was scheduled to be heard by the City Council at <br />their October 13, 2008 meeting. <br /> <br />
