Planning Commission Meeting <br />Minutes – Wednesday, October 01, 2008 <br />Page 7 <br />submitted/signed by Steering Committee members Karen Schaffer; Steve Burwell; <br />Gary Grefenberg; Amy Ihlan; and Dan Roe (in support of recommendation #1 only): <br />1) Preserve the neighborhoods of central Roseville and designate the Target and Har <br />Mar Sites as guided for “Community Business;” and <br />2) Include all or part of the current and future land use master plans prepared by the <br />City in the Comprehensive Plan. <br />? <br />September 30, 2008 Minority Report #2 <br /> offering additional resolution of the above- <br />referenced issues; and including recommendation from the minority for deletion of the <br />proposed current description for “Community Business (CB)” and replacement with <br />language as recommended in this document; and submitted/signed by Steering <br />Committee members Steve Burwell; James DeBenedet; Gary Grefenberg; Dan Roe; <br />Al Sands; Karen Schaffer; and Amy Ihlan(?). <br />? <br />September 29, 2008 e-mail and follow-up e-mail dated the same date from Mark <br /> <br />Rancone, Roseville Properties, <br />related to attaching master Plans and super <br />majority vote of the City Council, and recommended removal of the square footage <br /> <br />requirement from the Community Mixed Use land use category. <br />? <br />October 1, 2008 e-mail from Har Mar neighbors Alan Mahler and Donna-Marie <br /> <br />Boulay, 18 Mid Oaks Lane <br /> requesting Har Mar Shopping Center remaining a <br /> <br />“Community Business” land use designation. <br />Chair Bakeman noted that Commissioner Doherty would serve as official timekeeper for <br />public comment on this item; and asked that each speaker keep their comments to three <br />(3) minutes per person; and noted that once everyone wishing to do so had been given <br />an opportunity to speak, additional rebuttal or comments from previous speakers would <br />be entertained. <br />Karen Schaffer, Steering Committee Member, 2100 Fairview Avenue N <br />Ms. Schaffer expressed her appreciation in serving on the Steering Committee, opining <br />that there were many excellent parts in the draft plan, and advised that she didn’t want to <br />denigrate those sections. However, Ms. Schaffer reviewed written comments and the <br />Steering Committee minority position, and their recommendation #1 related to Target and <br />HarMar Land Use designations as “Community Business (CB).” Ms. Schaffer expressed <br />disappointment that this item did not retain consensus due to time constraints, and her <br />perceptions of misrepresentation by and opinion of the consultant <br />Ms. Schaffer advised that she would address minority position #2 related to Community <br />Business Land Use Description in later comments, if time allowed; and recommended <br />that the language detailed in their written comments dated September 30, 2008, as <br />above-referenced, replace those currently in the draft Plan language. <br />Joseph Kasak, 1427 W Eldridge Avenue, (5 houses east of HarMar parking lot) <br />Mr. Kasak spoke in opposition of the HarMar site designation as “Regional Business;” <br />and strongly supported the minority opinion, opining that the integrity of the community <br />and residential properties surrounding HarMar were at stake, expressing further concern <br />with present management of the facility and potential impacts to the neighborhood. Mr. <br />Kasak further opined that, with Rosedale close by, there was no need to designate <br />HarMar as a regional destination. <br />John Goedeke, 104 Larpenteur Avenue, Steering Committee member, 1021 <br />Larpenteur Avenue <br />Mr. Goedeke expressed his ongoing frustration with designation of commercial properties <br />and questioned the need for separate designations that would deter current and future <br />businesses in their development. <br />Mr. Goedeke further opined that he supported Master Plans; however, spoke in support <br />of their separation from the Comprehensive Plan, based on requirements of a super <br />majority vote, in order to allow the City to do its business. <br /> <br />
