Regular City Council Meeting <br />Monday, November 17, 2008 <br />Page 4 <br />current firm would remain competitive price-wise or better than their peers, and <br />noted the City's satisfaction with the firm to date. <br />Councilmember Ihlan opined that her general concern was that the City should <br />seek proposals; and noted that, as per staff's report (page 2, line 42) if staff was <br />unable to negotiate within their proposed range, an RFP be issued. <br />Mayor Klausing noted that, when authorizing negotiations within a public range, <br />negotiations usually ended up at the upper end of that published range. Mayor <br />Klausing expressed confidence in staff's negotiation with the firm in the best in- <br />terests of the City, or that they would return to the City Council for direction to <br />seek RFP's. <br />Councilmember Pust opined that the City should never pre judge what a competi- <br />tive bid would be. <br />Councilmember Roe noted that, if negotiations were satisfactory, staff would re- <br />turn to the City Council for contract extension approval. <br />Mayor Klausing concurred and noted that the requested action was authorizing <br />staff to negotiate a contract, not to enter into it without further City Council con- <br />sent. <br />Klausing moved, Ihlan seconded, authorizing staff to negotiate athree-year con- <br />tract for audit services with Malloy, Montague, Karnowski, and Radosevich. <br />Roll Call <br />Ayes: Pust; Willmus; Roe; Ihlan; and Klausing. <br />Nays: None. <br />b. Adopt Resolution Reauthorizing Safe Routes to Schools Grant Application <br />for a Sidewalk along County Road B-2 from Lexington Avenue to Rice Street <br />(former Consent Item 7.e) <br />City Manager briefly reviewed the request. <br />Councilmember Willmus clarified, and staff confirmed, that this was the same <br />section of sidewalk that was before the City Council several years ago, and that <br />had received substantive neighborhood opposition. <br />Public Works Director Duane Schwartz advised that it was the same section; <br />however, noted that this was a different grant program, and that it anticipated a <br />sidewalk versus afederally-funded and standard constructed trail, which would <br />have different impacts on the neighborhood. <br />
