Regular City Council Meeting <br />Monday, November 17, 2008 <br />Page 5 <br />Councilmember Willmus noted that the previous proposal would have required <br />standard trail widths that would have not allowed people to utilize their drive- <br />ways. Councilmember Willmus requested clarification from staff on where the <br />City's share of the cost, estimated at over $300,000, would come from. <br />Mr. Schwartz advised that the revenue source would need to be identified in the <br />City's next budget process (2010) with the City Council then deciding whether or <br />not to fund it. <br />Klausing moved, Pust seconded, adoption of Resolution No. 10665 entitled, <br />"Resolution Supporting Application for Safe Routes to Schools Grant fora Side- <br />walk Along County Road B-2 from Lexington Avenue to Rice Street." <br />Mayor Klausing noted that the previous proposal for federally-funded pathways <br />had brought public comment from both opponents and proponents. Mayor Klaus- <br />ing further noted that, with the School District facing budget crunches and trans- <br />portation cost increases, that they remained very supportive of a sidewalk in this <br />area since it served a number of schools in that area. <br />Roll Call <br />Ayes: Pust; Roe; Ihlan; and Klausing. <br />Nays: Willmus. <br />Motion carried. <br />9. General Ordinances for Adoption <br />a. Consider Enacting an Ordinance for the 2009 Fee Schedule <br />Finance Director Chris Miller reviewed details of the staff report, highlighting fee <br />adjustments and/or new fees to recoup the cost of services. Mr. Miller advised <br />that a majority of the fees were nominal and representing inflationary increases; <br />however noted several specific areas where staff was advocating new fees to de- <br />fray upfront costs (i.e., subdivisions and planned unit development). Mr. Miller <br />further noted that, at the recommendation of the City Attorney, the fee schedule <br />was in ordinance rather than resolution format. <br />Discussion included areas of current code still reflecting dollar amounts and on- <br />going efforts of staff and the City Attorney to extract those fees and reference this <br />document; cost recovery versus deterrent intents in the proposed fees; street <br />patching fee for residential streets included in this fee schedule; and identification <br />and ramifications of the proposed escrow amounts for subdivisions and planned <br />unit developments. <br />Community Development Director Patrick Trudgeon reviewed staffls rationale <br />for the proposed escrow accounts and how they would be used for fixed costs <br />
