Mr. McCarthy advised that since they had <br />taken over ownership of the building, and made improvements to-date, there had <br />been no occurrences of vandalism according to their records. <br />Mayor Klausing clarified that there was no one present from the public to speak <br />on this issue. <br />Klausing moved, Ihlan seconded, adoption of Resolution No. 10668 entitled, "A <br />Resolution Approving an Interim Use Permit in Accordance with Roseville City <br />Code, Section 1012.09, for Ted Glasrud Associated, Inc., at 1700 Highway 36 <br />(PF08-041);" allowing the proposed accessory structure. <br />Roll Call <br />Ayes: Pust; Willmus; Roe; Ihlan; and Klausing. <br />Nays: None. <br />a. Adopt a Resolution to Advance Encumber MSA Funds for 2009 Pavement <br />Management Plan (PMP) (Former Consent Item 7.e) <br />At the request of Mayor Klausing, City Manager Bill Malinen briefly reviewed <br />this item, removed from the Consent Agenda for further discussion. City Man- <br />ager Malinen advised, per the Request for Council Action dated November 24, <br />2008, that estimated total costs for 2009 street improvements would be $1.9 mil- <br />lion, and that the City's state aid account only held $1.4 million available funds <br />for 2009. Mr. Malinen noted that M. S. 162.14 provides for municipalities to <br />make advances fro future year's MSA allocations for the purpose of expediting <br />construction. <br />Councilmember Roe sought clarification that the City was asking for future MSA <br />funds for use in 2009; and questioned how that would impact the City's position <br />to do PMP work in 2010 and future years. <br />Public Works Director Duane Schwartz advised that such occurrences were built <br />into the City's Capital Improvement Plan; and further advised that no major con- <br />struction projects had been scheduled for years 2011-2013 in recognition of lim- <br />ited funds available. <br />Roe moved, Pust seconded, adoption of Resolution No. 10669 entitled, "Resolu- <br />tion to Advance Encumber MSA Funds for 2009 Pavement Management Plan <br />(PMP) " <br />Roll Call <br />Ayes: Pust; Willmus; Roe; Ihlan; and Klausing. <br />Nays: None. <br />9.
