Emergency Management Presentation <br />Police Sergeant Matt Marshall and Assistant Fire Chief Tim O'Neill, as co- <br />emergency managers for the City of Roseville, provided an annual update on the <br />City's Emergency Plan and Emergency Operations Center. <br />A review of 2008 accomplishments and anticipated goals for 2009 were pre- <br />sented, including further training at the Emmetsburg, Maryland Emergency Man- <br />agement Institute, providing an extensive 4-day training session for key personnel <br />(i.e., emergency, municipal management, finance and public works management, <br />and support employees) for all types of hazards to better prepare them for their <br />roles in various emergencies and follow-up for emergencies. Sgt. Marshall ad- <br />vised that it was the goal to send additional members to that training; however, he <br />noted that some of the applicable classes were full, as they were "first come, first <br />served," and that the City of Roseville was competing nation-wide and interna- <br />tionally for spots in the training sessions, at no cost to the City. <br />City Manager Malinen interjected that this FEMA training was proving to be the <br />best overall training in preparing personnel for responses, no matter what type of <br />emergency, and application of that learning to municipal planning. Mr. Malinen <br />further noted that further training for the recovery process, including training of <br />Finance personnel to comply with FEMA regulations for submission of documen- <br />tation was also vital. Mr. Malinen noted that the cost for the City was approxi- <br />mately $80-90 per participant to cover the cost for meals; with other expenses <br />(i.e., travel, available lodging, and materials) fully covered for participants. <br />Sgt. Marshall advised that availability of sessions for specific personnel was on- <br />going, with waiting lists for applicable training. <br />Sgt. Marshall advised that, prior to the Republican National Convention (RNC), <br />the City's Emergency Operations Center (EOC) had been activated and updates <br />indicated and addressed to ensure emergency operations were in place and opera- <br />tional, including compiling and documenting public information; communication <br />between and among agency networks; necessary video equipment, phones, moni- <br />tors and other equipment available and in place and functional. <br />Assistant Chief O'Neill noted that, this was the first time the City's EOC had <br />been fully activated, and it had become evident that additional equipment was <br />needed; however, he opined that it was a good practice run in a controlled atmos- <br />phere and that overall, things went very well. <br />Sgt. Marshall noted that they had received full participation from the City, from <br />mid-level supervisors throughout personnel ranks. Sgt.
