Marshall advised that this drill assisted the Emergency Management Team in <br />being better prepared and how best to translate preparedness, responses, recovery <br />and other aspects on a personnel basis. <br />Councilmember Roe noted that he and Assistant Chief O'Neill had observed simi- <br />lar activities and practice exercises prior to the RNC at the Armory; observing <br />that many agencies and municipalities were using the RNC opportunity to per- <br />form training and becoming familiar with needs. <br />Assistant Chief O'Neill noted that the RNC allowed the City to focus on its EOC, <br />should the need arise if situations rolled over into Roseville. <br />Sgt. Marshall advised that in 2008, rough drafts of the City's Emergency Shelter <br />Planning for humans and animals, as dictated by federal law, had been designated, <br />with each municipality in large metropolitan areas responsible for their own shel- <br />ters, without total reliance on Ramsey County and/or FEMA shelters. Sgt. Mar- <br />shall noted that, with great assistance from the City's various departments, the <br />OVAL had been designated as part of the City's "emergency support function" <br />for a mass public shelter, and the City's Public Works cold storage area desig- <br />nated for animal shelter. Sgt. Marshall advised that the City was awaiting the <br />adoption of the Ramsey County county-wide policy, for incorporation into the <br />City's model, at which time the City's Plan would be finalized and brought before <br />the City Council for review and consideration, anticipated by the fall of 2009. <br />Sgt. Marshall further noted that the City had participated in a mass medication ex- <br />ercise on a metropolitan-wide scale for dispensation of medications from a local <br />location, to which Public Safety personnel could respond. <br />Assistant Chief O'Neill advised that 2008 had been successful, and that this rep- <br />resented only a small portion each of their job duties on a daily basis, including <br />additional time related to the RNC. Assistant Chief O'Neill advised that a sce- <br />nario was pending for a tabletop exercise. <br />Mayor Klausing questioned if the City Council could observe the tabletop exer- <br />cise as part of their ongoing emergency training. <br />Assistant Chief O'Neill opined that the City Council's observation would be ex- <br />tremely beneficial in their roles for approving plans and encouraged their partici- <br />pation. <br />Mayor Klausing asked that staff keep the City Council posted on scheduling for <br />the exercise. <br />
