Regular City Council Meeting <br />Monday, November 24, 2008 <br />Page 7 <br />Councilmember Roe sought clarification on the status of courses recommended <br />for individual City Councilmembers and if efforts needed to be accelerated. <br />Sgt. Marshall advised that the goal was to accomplish the training as soon as pos- <br />sible, since the potential for disaster was unknown, but the need for declarations <br />to proceed through the process was imperative. Sgt. Marshall further advised that <br />portions of training needing to be completed for first responders was not known <br />as a compliance factor for FEMA, which FEMA had recognized, and it was the <br />goal of the Emergency Management team to be in full compliance, and focus in- <br />dividually on each department. <br />Mayor Klausing asked that City Manager Malinen set up schedules for individual <br />Councilmembers to provide structured opportunities and incentives to keep Coun- <br />cilmembers on task in their areas of training. <br />Councilmember Roe sought clarification if there were penalties from FEMA if <br />training was deemed insufficient. <br />Sgt. Marshall advised that penalties would consist of not receiving 100% reim- <br />bursement for certain items, areas or disasters. <br />Assistant Fire Chief O'Neill advised that, overall and city-wide, much time had <br />been spend in making sure staff was compliance; and that it had been a huge un- <br />dertaking not previously undertaking in meeting FEMA requirements for munici- <br />palities on a staff level. Assistant Fire Chief O'Neill further advised that the City <br />was close to 100% in compliance, with the exception of training for new employ- <br />ees. <br />Councilmember Willmus sought clarification from staff that incoming Council- <br />member Jeff Johnson had been made aware of this training requirement; with City <br />Manager Malinen making note to convey that information to him. <br />12. Public Hearings <br />a. Public Hearing Regarding Delinquent Utility and Other Charges <br />Finance Director Chris Miller highlighted the Request for Council Action dated <br />November 24, 2008 and City Code, Sections 506, 801, 802 and 906 authorizing <br />annual certification to the County Auditor any unpaid false alarm, water, sewer, <br />and other charges in excess of ninety (90) days past due, for collection on the fol- <br />lowing year's property taxes, with affected property owners provided a hearing to <br />dispute any charges against their property. Mr. Miller advised that property own- <br />ers on the list attached to the staff report had all received certified letters regard- <br />ing tonight's public hearing. <br />
