Regular City Council Meeting <br />Monday, December 15, 2008 <br />Page 2 <br />a. John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn spoke to Councilmember Willmus' service on the City Council <br />in fulfilling the term of late Councilmember Tom Kough; and expressed apprecia- <br />tion for Councilmember Willmus' similar philosophy and strong constituent ser- <br />vice, as well as strong concern for the community in general. Mr. Kysylyczyn <br />opined that Councilmember Willmus had finished late Councilmember Kough's <br />term well. <br />b. Marsha Cressy, Centennial Gardens Apartments, Roseville <br />Ms. Cressy expressed concerns with a recent letter addressed to the City from de- <br />velopers/owners of Centennial Commons related to their violations to their <br />agreement in overcharging rents, and their claim that this was an inadvertent error <br />on their part, and requesting that the City not charge them the five percent (5%) <br />fine dictated by law, equating to approximately $240,000. <br />Ms. Cressy opined that, as a resident at Centennial, it seemed not to matter <br />whether at this point their error was made inadvertently, since they had yet to re- <br />turn all of the monies. Ms. Cressy noted that, in her conversations at the Capitol <br />with legislators, they were of the opinion that if Roseville didn't wish developers <br />to abide by the law by determining not to fine them, that the State could use mon- <br />ies for other purposes. Ms. Cressy implied that the City Council was scheduled to <br />make a determination in January; and opined that what was occurring at Centen- <br />nial was very sad. <br />City Manager Malinen advised that he was not aware that this item had been <br />scheduled for further discussion on an upcoming agenda, noting that Community <br />Development Director Patrick Trudgeon had been working with those parties in- <br />volved. <br />Mayor Klausing requested that staff provide the City Council with an update on <br />when and if further City Council action was indicated. <br />c. Carol Kough <br />Mrs. Kough thanked Councilmember Willmus for filling late Councilmember <br />Kough's Council term. <br />Mrs. Kough questioned if there had been any additional follow up by the City <br />Council related to City Code requirements for storing trash bins in garages, noting <br />the dangers of combustion of flammable materials and/or hot coals, citing several <br />recent fire incidents. <br />Mayor Klausing, and Councilmembers Willmus and Pust, clarified that City Code <br />requirements were for screening from the front, not indoor storage. <br />
