�� <br />�� <br />��q����� ������.�������� 'The first �hase of the Twin Lakes AUAR SubArea 1 improvements includes <br />constructio� of th� first segment of Tw'rn Lakes Parkway from Cleveland Avenue <br />(across Fram the [-35W Ramps) to a roundabout at Maunt Ridge Road and Mount <br />Ridge Road from Twin Lakes Parlcway to County Roa.d C2, This phase is the first <br />segment of an overail pro}ect that extends fro�n Cleveland Avenue to Fairview <br />' Avenue. As more development and fu►ading become available, future phases will <br />be built. It is important to consider the overall development plan in each phase. <br />This phase of construetion is being done in canjunctian with the Metro Transifi <br />Park and Ride Parking Lot and lana Road construction. Me�ro Transit has agreed <br />to pay the City af Roseville $1S million for the cost of the infrastructure <br />improvements on Twin Lakes Parkway and Mount Ridge Road, with the <br />agreement that the praject would be significantly completed by October 30, 2009. <br />WSB & Associates, Inc. (WSB) understands the significance of timing and <br />deadlines, as the project design team has already been involved with the final <br />design of the project as well as in the caordination for several months. <br />Construction Considerations <br />This project has presented many challenges, and WSB and Hoisington Koegler <br />Group, Inc. (HKgi] have colkaborated on innovative design solutions. One of the <br />key design solutions is using landscaping and underground infiltration basins to <br />handle seortn water, in addition to an underground facility designed ta use re-use <br />stor�n water as �rrigation. These have been implemented to reduce the cast c�f <br />buying A'rght of Way to place drainage ponds, �nalce the project environmentally <br />friendlier than most roadways of iCs type, and to make the area aesthe�ically <br />pleasing. <br />The area, currently, is industriai in nature and has soils that are shawn to be <br />heavily contaminated. As part of that, any sail that has been disturbed and found <br />! to be contaminated must he handled accordingly dictated by the RAP/CCP report. <br />This means that excavated material that is deemed to have contamination may <br />need to be stockpiled and then hauled to a specified la.n.dfill or reused on site. <br />However, the app�ications to reuse the material on site are few and quite <br />stringent. <br />As part of this project, a roundabout is being built as traffic cantrol for the <br />intersection of Twin Laices Parkway and Mount Ridge Raad.
