6.2 Impact on traffic: The 7th edition of the Institute of Transportation Engineers (ITE) <br />manual indicates that warehousing or "light industry" (both permitted uses in the I-2 <br />District) on a property this size could generate about 99 vehicle trips on the average <br />weekday. The ITE manual also contains trip generation for new vehicle sales (i.e., about <br />33 vehicle trips per 1,000 square feet) , but these figures are discussed in relation to <br />building area whereas the sales use on this site would be largely outdoors. Nevertheless, <br />if the proposed trailer sales were limited to 3,000 square feet of the lot area, Planning <br />Division staff would not expect the traffic to exceed that of other permitted uses. <br />6.3 Impact on parks, streets and other public facilities: Secause Planning Division <br />expects the proposed trailer sales use to generate less traffic than other permitted uses, it <br />should not have an adverse impact on the City's parks, streets, and/or other facilities. <br />6.4 Compatibility ... with contiguous properties: Paving of the parking area used for <br />trailer display would improve the area by reducing dust and adding landscaping, and the <br />display of trailers in the parking area would have less visual impact than the trucks <br />related to the existing wholesale business; thus the proposed use would not have negative <br />impacts on contiguous properties. <br />6.5 Impact of the use on the market value of contiguous properties: When a property is <br />assigned Zoning and Comprehensive Plan land use designations, careful consideration is <br />given to protecting the value of surrounding properties. In light of this, and because <br />vehicle sales is among the uses allowed in the I-2 District and is consistent with the <br />"industrial" designation of the Comprehensive Plan, the Planning Division has <br />determined that the proposed trailer sales will not have an adverse impact on the market <br />value of contiguous properties. <br />6.6 Impact on the general public health, safety, and welfare: The Planning Division <br />believes that the proposed trailer sales will function similar to the existing truck <br />wholesale business or the nearby automobile dealers and so would have no discernable <br />impact on the general public health, safety, and welfare. <br />6.7 Compatibility with the City's Comprehensive Plan: A motor vehicle dealership is a <br />conditionally permitted use in the I-2 General Industrial District and is compatible with <br />the Comprehensive Plan designation of Industrial. <br />7.O PUBLIC HEARING <br />7.1 On June 3, 2009 the Roseville Planning Commission held the duly-noticed public hearing <br />for the requested coNDiT1oNAL usE approval. In addition to limiting the size of the <br />trailers in order to prevent the sales of larger, commercial-type trailers, the Planning <br />Commission expressed an interest in opening communication with the property owner <br />about paving and landscaping more of the property than just the area used for trailer <br />display — especially other areas adjacent to the public streets. Secause the applicant will <br />already need to talk with the property owner about paving and landscaping the area of the <br />site dedicated to trailer display, staff has asked the applicant to expand the conversation <br />with the property owner to include the possibility of bring more of the site into <br />compliance with the parking area requirements.
