These <br />cases often are placed on 'hold' and must wait until the slower winter months to be <br />brought before City Council. Neighbors have become very �'us�rat�d as they see <br />violations continue, unresolved, despite repeated complaints to the City <br />3.0 DIRECTION REQUESTED: <br />3.1 Staff i s seeking direction regarding; existing land use enforcement procedures, potential <br />changes to current procedures (regarding the issuance of court citations) and in the <br />interpretation of Section 407.06: <br />3.2 Suggested discussion points for City Council include: <br />3.� . l Does City Council approve of the land use enforcement procedures currently <br />in place or should changes be made? <br />3.�.� Does City Council approve of the Compliancewith Compassion Program or <br />should changes be made? <br />3. �' ,� Does City Council agree that e�sting procedures are code compliant or that <br />Section 407.06 should govern all enforcement procedures? <br />�, �,� Should the attorney contract limit staffs ability to issue citations and resolve <br />difficult violation cases? <br />�, �. � Does City Council wish for staff to identify more options for resolving the <br />5% of cases that require citations? <br />3.?.f� Does city code language need to be revised to more clearly reflect City <br />Council's interpretation? <br />a,�� Does Ci�y Council have other directives for staff? <br />��. 4.0 FISCAL IMPLICATIONS: <br />�3 4.1 Resolving land use violations more quickly will reduce staff time fielding repeated <br />?� calls from frustrated (neighboring) property owners complaining of no action being <br />3� taken to resolve city code violations. <br />�� <br />3� 4.2 Costs associated with addressing public nuisance violations (other than abatements) <br />�� are barne by the City of Roseville.
